The HR Team Leader is responsible for overseeing daily operations of the manpower agency, ensuring efficient service delivery, workforce management, and client satisfaction. This role plays a key part in executing business strategies, managing HR processes, and driving operational excellence to improve productivity and profitability.
Key ResponsibilitiesSupervise daily operations to ensure efficient, cost-effective, and high-quality service delivery
Manage end-to-end manpower deployment, including sourcing, onboarding, scheduling, and client coordination
Build and maintain strong relationships with clients and service partners
Develop and improve operational and HR systems, processes, and best practices
Ensure compliance with labor laws, government regulations, and company policies
Oversee payroll processing, ensuring accuracy, timeliness, and compliance
Monitor KPIs, staff performance, and service quality standards
Handle employee relations, including conflict resolution, disciplinary actions, and engagement initiatives
Support recruitment, training, and development of deployed personnel and internal staff
Analyze operational and financial data to recommend improvements in efficiency and profitability
Manage budgets, manpower allocation, and operational forecasts
Implement initiatives to enhance client satisfaction and overall service quality
Qualifications/Requirements
Qualifications & SkillsStrong leadership and team management skills
Excellent problem-solving and decision-making abilities
Strong communication, negotiation, and interpersonal skills
Highly organized with strong attention to detail
Ability to handle multiple accounts and prioritize tasks effectively
High level of integrity, professionalism, and confidentiality
Solid knowledge of labor laws, HR practices, and payroll processes
Analytical mindset with the ability to interpret operational and financial data
Proficient in Microsoft Office or Google Workspace
Experience in payroll systems and HRIS is an advantage
Work Experience
At least 5 years of experience in General HR, preferably in a manpower or staffing agency
Proven experience in operations, workforce management, or similar leadership role
Strong background in recruitment, employee relations, and payroll
Familiarity with manpower deployment and client servicing
Demonstrated leadership and organizational effectiveness
Education
Bachelor’s Degree in Human Resource Management, Business Administration, or related field
