Human Resources Manager (Philippines)

Job Summary
The HR Manager is responsible for overseeing all human resources functions in the Philippines, supporting both corporate and project operations, ensuring compliance with Philippine labor laws, and managing both local and expatriate employees.Candidates with knowledge of Philippine regulations and Southeast Asian legal frameworks are preferred.
Key Responsibilities- Recruitment & Workforce Planning
- Lead recruitment and workforce planning for office and project-based roles.
- Manage employee onboarding, offboarding, transfers, and deployment to project sites.
- Employee Relations & Administration
- Handle employee relations, disciplinary actions, attendance management, and grievance handling.
- Ensure proper maintenance of employee records and labor contracts.
- Compliance & Labor Law (DOLE)
- Ensure full compliance with Philippine labor laws and DOLE regulations.
- Manage statutory benefits including SSS, PhilHealth, Pag-IBIG, and 13th month pay.
- Support labor inspections, audits, and government reporting requirements.
- Payroll & Compensation
- Oversee payroll processing and ensure accuracy of wages, overtime, and deductions.
- Participate in the development and optimization of compensation and benefits structures.
- Expatriate Management
- Manage expatriate work permits and visas such as SWP and 9G.
- Coordinate with government agencies and external service providers.
- Training & Development
- Identify training needs and organize employee development programs.
- Support leadership development and succession planning initiatives.
- HR Policies & Systems
- Develop, update, and implement HR policies, procedures, and management systems.
- Improve HR processes and systems to enhance operational efficiency.
- KPI Management & Performance Monitoring
- Establish HR KPIs aligned with business objectives.
- Monitor and analyze HR metrics such as recruitment cycle, turnover rate, and compliance rate.
- Drive continuous improvement based on KPI performance results.
- Support implementation of performance management systems across departments.
- HR Business Support
- Provide HR support and strategic advice to management and project teams.
- Bachelor’s degree or above in Human Resources or related field.
- Minimum 7–10 years of HR experience, including at least 3 years in a managerial role.
- Strong knowledge of Philippine labor laws and compliance requirements.
- Experience in construction, engineering, or project-based environments is preferred.
- Familiarity with expatriate management and work permit processes.
- Strong leadership, communication, and problem-solving skills.
- Strong understanding of local regulatory and compliance environments.
- Ability to work in a fast-paced, project-driven environment.
- High level of integrity and confidentiality.
- Excellent stakeholder management and cross-cultural communication skills.
- Candidates familiar with legal and regulatory frameworks across Southeast Asia are highly preferred.
