I. General /Primary Purpose
Primarily responsible for implementing approved policies and guidelines for the effective management of the Human Resource; guides in administering HR services including recruitment, employee relations, training and development to maintain a motivated, competent and health workforce.Performs administrative duties and doing transactions with agencies and offices.
II. Essential Functions- Facilitates Personal Requests from each department that has vacancies, forwards this to President/GM for approval.
- Upon receipt of request for personnel hiring, sources applicants through online job postings, job fairs, walk-in applications, referrals, and other means.
- Process short-listed candidates for evaluation and selection including physical exams, psychometric examinations, and background investigation.
- Conducts interview and administers appropriate examination to shortlisted applicants.
- Evaluates pre-employment exam results and endorses qualified applicants to department heads or superiors for interview and selection.
- Conducts orientation of newly hired employees of the company rules and regulations, and Disciplinary Penalty Chart.
- Endorses newly hired employees to their respective superiors and to the Payroll In-charge for documentation.
- Keeps track of probationary contract and performance appraisal of new employees.
- Assists department heads or supervisors in the preparation or revision of job descriptions of their subordinates or newly created positions.
- Issues a memorandum for legal holidays and government mandatory holidays. Provides necessary info to Payroll on the proper payment of holiday pay or overtime.
- Sees to the efficient monitoring of vacation leave, sick leave, maternity leave, absences and tardiness of all employees.
- Initiates the Annual Training Plan with inputs from department heads, sourcing of outside trainers or seminars.
- Plans, seek approval, and implements employee relations programs, summer outing, company anniversary, team building, and Christmas party activities to align staff with the team-based concept, and create harmonious relationship between employees and Management.
- Acts as referee during disputes and administers disciplinary actions as exacted by Disciplinary Penalty Chart, after seeking legal consultation and approval from the President when suspending and terminating employees.
- Maintains strict confidentiality about individual employees, salaries, employment actions and HR departmental issues, minimizing disclosure of confidential information of people outside the HR Department.
- Supervises payroll processing in timely manner; keeping payroll disputes and complaints to minimum.
- Organizes and implements the Annual P.E. program, health and safety lectures, first-aid training, and random drug testing and other health and safety activities company wide.
- Ensures that safety policies are strictly practiced in the quarry, plant and construction sites.
- May attend outside industry activities, events, conferences in behalf of the Company, as needed.
- Prepares monthly reports needed in monthly departmental meetings but not limited to absenteeism and tardiness rate report, manpower report, and personnel need report.
- Daily performs administrative duties such as composing letters, emails, certificates, and transmittal of documents.
- Handles transactions with outside agencies and offices, including applications for licenses/permits and other representations in behalf of the company president.
- Coordinates with Legal Counsel on various cases or matters which require legal advice.
- Coordinates with insurance providers in the renewal of insurance of company vehicles.
- Collects requirements from Officer In-charge in the site and processes the renewal of licenses in LTO.
- Performs other related tasks and responsibilities as may be assigned by the immediate superior.
- Coordinates with Security Agencies in the deployment and replacement of security guards.
- May attend outside industry activities, events, conferences on behalf of the Company, as needed.
- Occasionally travels to transact with government agencies in processing remittances and loan applications whenever HR Assistant is unavailable. including excel and PowerPoint
IV. Job Specifications
The candidate must be/have:
- A degree in Human Resource Management, Psychology, or any business-related course;
- At least 2 years' experience in the same field.
- Knowledgeable of the HR functions such as recruitment, training and development, compensation and benefits, and provisions in the Labor Code of the Philippines.
- Keen attention to details, can handle pressure.
- Good interpersonal and communication skills.
- Proficient in the use of MS Office Applications.
