Process Safety Engineer

BTSMC Managing Solutions, Inc. is urgently looking for a PROCESS SAFETY ENGINEER to be assigned in Pagbilao, Quezon Province.

Qualifications:

• Bachelor’s degree in Chemical, Mechanical, or Process Engineering.
• 5+ years in process safety, plant operations, or asset integrity management, specifically within hazardous or highly regulated industries (oil/gas, chemical, petrochemical).
• Deep understanding of process safety regulatory requirements and hazard evaluation techniques (HAZOP, LOPA, FMECA).
• Comprehensive knowledge of hardware barrier assessment methodologies and Safety-Critical Element (SCE) performance standards.
• Ensure operations adhere to recognized engineering practices, API/ASME codes, and OSHA/EPA Process Safety Management (PSM) standards.

General Description:

The Process Safety Engineer (PSE) is responsible for process safety, hardware barrier integrity, and risk mitigation for the project. On top of guiding core Reliability Centered Maintenance (RCM) and Equipment Criticality Assessment (ECA) workflows, the PSE ensures that safeguards preventing major accident hazards—such as fires, explosions, and toxic releases—remain highly reliable, properly classified, and fit for service.

Duties & Responsibilities:

1. Asset Triage & Criticality Assessment (ECA)

• Lead multidisciplinary teams to configure facility-specific criteria and execute the 7-step ECA methodology to triage and classify assets (A/B/C).
• Extract historical CMMS data to establish baseline expectations and validate pilot rankings for A/B/C tiering.

1. Hardware Barrier Assessment & Mechanical Integrity

• Barrier Mapping: Identify and map all Safety-Critical Elements (SCE) and hardware barriers (e.g., PSVs, ESDVs, SIS, relief systems, blast walls, and containment).
• Barrier Performance: Conduct performance standard verifications for hardware barriers to ensure they are available, reliable, and capable of functioning during an upset.
• Review mechanical integrity data, inspection reports, and CMMS corrective maintenance records for all hardware barriers to track degradation and prevent failures.
• Lead Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes to ensure any hardware modifications do not compromise existing safety envelopes.

1. ACA + FMECA Workshops

• Route critical assets through appropriate workflows: Route Category A and B assets to full RCM; route Category C assets to Run-to-Failure (RTF).
• Gather industrial and OEM experience (ISO 14424, EPRI, etc.) to inform and guide asset functions and failure modes.
• Execute multidisciplinary Failure Modes, Effects, and Criticality Analysis (FMECA) workshops to map dominant failure modes, effects, and operational consequences.

1. Hazard Analysis & Incident Investigation

• Lead and facilitate Process Hazard Analysis (PHA) and Hazard and Operability (HAZOP) studies.
• Conduct Layers of Protection Analysis (LOPA) to evaluate the adequacy of independent protection layers (IPLs) and hardware safety barriers.
• Investigate incidents, process upsets, and near-misses to identify deficiencies in hardware barriers, root causes, and necessary corrective actions.
