Job Summary

Responsible in managing Admin Human Resources end-to-end processes in all project sites of the company. Collaborate with the relevant/responsible manager(s) to ensure that compliance to labor and OSH standards, are properly implemented.

Duties and Responsibilities
  1. Recruitment for Operations (Admin Workers and Foreman)
  • Interview and evaluate candidates for the operations open positions.
  • Manage all Site HRs in the recruitment of admin workers (Job posting, Barangay. Engagement, admin referrals, and walk-in applicants)
  • Facilitate provincial recruitment to meet manpower requirements as needed.
  • Manage third party manpower sources.
  • Facilitate partnership with diagnostic clinics for Pre-employment medical requirement of admin workers.
  • Prepare reports on employment data or recruitment statistics.
  1. Timekeeping (Weekly)
  • Manage the team to ensure accurate and timely processing of timekeeping.
  • Ensure proper timekeeping validation is regularly done.
  • Coordinate with Payroll Officer the necessary adjustment, special payroll, and/or cash payroll as necessary.
  1. Contract Management
  • Manage and monitor the team in ensuring completeness and update to admin workers Contract, End of Contract (EOC), Contract Extension are properly implemented and securely filed in the 201 files.
  1. Employee/Labor Relations
  • Facilitate company incentive program for admin workers (Perfect Attendance Incentive, Rice Subsidy, Referral Incentive)
  • Manage the team to execute the annual year end appreciation party to all
  • admin workers.
  • Train Site HRs in preparing Notice to Explain (NTE), and Notice of Decision (NOD).
  • Manage coordination with key personnel to secure relevant Incident Reports (IR), held admin conference as necessary and issuance of NTEs/NODs.
  • Provide guidance and counsel to employees; assist in the handling of employee grievances; initiate investigations and evaluate cases of employees recommended for disciplinary action, as warranted.
  • Ensure monitoring and timely submission of DOLE Termination Report as necessary.
  1. Compensation and Benefits
  • Manage the team to ensure proper endorsement of registration/update forms and utilization of government mandated benefits.
  1. Performance Management
  • Standardize job description of all Admin Human Resources personnel.
  • Standardize Performance Evaluation Form for each position within the team consistent with each job description.
  • Review employee performance regularly to ensure that each employee is
  • meeting the set standards and address issues that may arise.
  1. Training
  • Coordinate with Schola Angelicus and TESDA for admin workers competency assessment and NCII accreditation.
  • Provide training seminars for employees about company policies, procedures, and best practices for their positions.
  • Support employee training program.
  1. Others
  • Provide administrative support to operations.
  • Maintain employee morale by fostering a positive working environment through effective leadership and teamwork
  • Conduct exit interviews with departing employees to learn why they are leaving the company and how the company might improve its retention rate in the future.
Qualifications
  • Graduate of BS Psychology/ Behavioral Science or any Management or Business Course;
  • With at least ten (10) years of relevant work experience, 3 years of which in a managerial capacity.
  • With proven experience in HR Admin/Operations Management in the Construction industry
  • Strong computer skills, including proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint, etc.).
  • Strong understanding of HR best practices, employment laws, and regulations.
  • Analytical mindset with proficiency in data analysis, reporting, and HR analytics.
  • Demonstrated leadership skills, with the ability to inspire and motivate teams to achieve objectives.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively across all levels of the organization.
