The Role:

The Estimator plays a vital role in securing profitable commercial plumbing and civil construction work through accurate, competitive and market-aligned estimating. The position is responsible for preparing detailed cost estimates, conducting digital take-offs, analyzing tender documentation, obtaining supplier and subcontractor pricing, and supporting project teams from tender inception through to project handover.

This role contributes directly to CDPG's tender competitiveness, win-rate, margin protection, pricing accuracy and commercial growth, ensuring all tenders comply with Australian Standards, NCC, BCA, industry practices, and CDPG risk management frameworks.

SELECTION CRITERIA:

Qualifications:

• Plumbing Trade Qualification (highly regarded).
• Degree in Civil Engineering, Construction Management, Quantity Surveying, or similar (desirable).
• Knowledge of Australian Standards for Plumbing (AS3500), NCC, and BCA requirement

Experience:

• Minimum 2+ years estimating experience in commercial plumbing or construction environments.
• Experience delivering estimates for medium to large commercial projects.
• Demonstrated ability to interpret drawings, specifications, and construction documentation.
• Proven stakeholder coordination with builders, suppliers, subcontractors.
• Proficiency with digital take-off software and builder document systems (Aconex, EstimateOne, BidContender).
• Competent using Bluebeam, Excel and estimating platforms incorporating on-screen take-offs.
• Ability to read mechanical, plumbing, civil and architectural drawings.
• Strong commercial acumen and understanding of labour/material cost structures.
• Experience maintaining supplier pricing databases and market rate currency.

RESPONSIBILITIES:

WHSEQ & Compliance:

• Adhere to all CDPG Work Health, Safety, Environmental and Quality (WHSEQ) policies, procedures, and legislative requirements.
• Take reasonable care of your own health and safety and ensure that your actions do not adversely affect the health and safety of others.
• Report all hazards, incidents, near misses, and injuries promptly and in accordance with company reporting procedures.

Tenders & Cost Estimating:

• Monitor estimating inbox and tender invitations.
• Filter and assess tenders using the Four-R Rating Method (Relationship, Risk, Reward, Real) for go/no-go decisions.
• Review tender documents, drawings, schedules and specifications.
• Conduct accurate digital take-offs and quantity measurements.
• Prepare complete estimates inclusive of labour, materials, equipment and subcontractor components.
• Obtain, validate and compare supplier/subcontractor pricing; strong supplier liaison is a standard requirement in plumbing estimating roles.
• Maintain the tender register and follow up tender outcomes with builders.
• Support pre-bid strategies, market competitiveness assessments and risk identification.
• Identify scope gaps, omissions, exclusions and commercial risks early in the tender cycle.

Awarded Projects & Handover:

• Prepare budget documentation for awarded projects.
• Attend project launch meetings and provide a comprehensive estimate handover, including:

o Priced BOQ

o Fixture schedules and fixture counts

o Clarifications and assumptions

• Provide pricing support for procurement and PM teams, including cost breakdowns in agreed formats.
• Support variation pricing with accurate and timely costing.

Project Delivery Support:

• Periodically attend PM meetings to review performance against estimate vs actual.
• Capture lessons learned and feed improvements back into estimating processes.

Procurement & Price Validation:

• Collaborate with Procurement to monitor discrepancies between tendered and actual cost.
• Update estimating catalogues with revised labour rates, supplier pricing, and productivity norms.
• Support purchasing with pricing clarifications and product/supplier comparisons.

Market Intelligence & Competitive Benchmarking:

• Track industry pricing shifts, cost escalations and competitor pricing trends.
• Benchmark CDPG's pricing against internal historical data and industry data.
• Update estimating strategies in response to market movements.
• Identify opportunities for value engineering, cost optimisation and alternative methodologies.

Innovation and Continuous Improvement:

• Leverage SMARTS, new technologies and site feedback to improve estimating accuracy.
• Identify efficiency improvements in take-off methods, rate libraries, templates and reporting tools.
• Active participation in at least one industry forum.
