CSC MINIMUM QUALIFICATION STANDARDS:

Education: Master’s Degree relevant to the job or Certificate in Leadership and Management from the CSC
Experience: Four (4) years in position/s involving management and supervision
Training: Forty (40) hours of supervisory/management learning and development intervention

JOB FUNCTIONS:

  • Directs, supervises, coordinates the review of Standard Operation Procedures (SOPs), policies, guidelines, systems and processes pertaining to logistics and production on the management of warehouse, transport, facilities, donations, repacking of relief goods, quality and volunteers’ deployment.
  • Implements policies / mechanisms to ensure transparency and efficiency of procedures in the receipt, inventory, valuation, utilization and reporting of procured and donated items.
  • Recommends and supervises personnel that shall be assigned to assist in the donation facilitation in the “one-stop-shop” to be established by the government in times of disasters/calamities.
  • Supervises the receipt, warehousing, processing, production/packing/repacking and releasing of procured and donated goods as allocated by the Disaster Response Management Bureau (DRMB).
  • Supervises the deployment of volunteers during the production/repacking of relief items in VDRC and other production /repacking hubs that may be established/identified as extension of VDRC during disaster relief operations.
  • Coordinates the establishment of institutional partnership with other government agencies, non-government organizations, private entities/, people’s organizations, etc., for logistical support in the transport of FFPs to FOs / disaster-affected areas / designated delivery sites consistent with the relief allocation plan and volunteers assistance during disaster operations at VDRC, if any.
  • Monitors the compliance of DSWD Disaster Response Centers (DRCs) and Field Office (FOs) on the required number and type of relief items for stockpiling and prepositioning at any given time.
  • Submit reports and documentations pertaining to inventory management and recommend appropriate actions, policy improvement and submit recommendations necessary.
  • Supervises the implementation of the relief allocation plan submitted by Disaster Response Management Group (DRMG) in a timely manner.
  • Supervises the integration/consolidation of programs, activities and projects of NRLMB-VDRC in the Work and Financial Plan (WFP) which include targets, schedules and performance metrics.
  • Submit outputs of subordinates against performance standards and provide inputs to the Director III/Head of NRLMB in rating the performance of subordinates and in identifying performance gaps and proposed staff development interventions.
  • Resolve staff concerns and raise issues to the Director III/Head of NRLMB when beyond authority.
  • Update the Director III/Head of NRLMB on the status of its deliverables/tasks regularly.
  • Provides supervisory and consultative assistance/services to the Director III/Head of NRLMB, partner/stakeholders and FOs and DRCs counterpart to address the challenges encountered on logistics and production in the management of warehouse, transport, facilities, donations, repacking of relief goods, quality and volunteers’ deployment.
  • Attend meetings, conferences and other activities on behalf of the Director III/Head of NRLMB as delegated.
  • Act as resource person during seminars/trainings/workshops related to logistics and production on the management of warehouse, transport, facilities, donations, repacking of relief goods, quality and volunteers’ deployment, as requested.
  • Performs other tasks as may be required by the Director III/Head of NRLMB.
