Job Position: Technical Operations Leader

Job Description & Functions: The Technical Operations Leader shall handle the oversight of the technical operations of the company, and shall be required to leverage their expertise in the contracting and technical market to support the development of technical and field capabilities, work processes and instructions, skilled resources, and project execution plans of the company. These efforts aim to ensure the successful delivery of projects in accordance with the company’s high standards and to the satisfaction of clients and the communities served. He or she shall be expected to perform the following key functions:

  • Provide expertise and oversight on all projects in the Asia-Pacific region;
  • Be accountable for technical performance, work processes and practices covering field and technical operations, budget and cost management, schedule and schedule management, reporting, training and mentor integration, career development and other aspects of administration for technical and field operations;
  • Have the authority to allocate and manage resources and support and, when required, direct field and jobsite operations consistent with laws, regulations, and company and division policies, standards, contract agreements and project specific circumstances;
  • Be responsible for project field and jobsite operations for projects and programs that include on-site owners’ technical support, technical management, new or refurbishment design-build activities, and technical only scope;
  • Be responsible for projects or programs that place or second Black & Veatch professionals in client or third-party offices, operations facilities, or program management office operations.
  • Be responsible for hiring, disciplining, and administration of payment of compensation of their subordinates.
Qualifications/Requirements
  • Certificate III, Diploma, or equivalent with extensive technical experience or apprenticeship;
  • Master’s Degree in relevant fields or local equivalent preferred;
  • 20 years of technical experience including Site Manager and Operations Manager of one or more technical operations. Experience with estimating, cost and schedule needs and reporting (committed cost, cost to complete, performance metrics) preferred; and
  • With advanced communication, interpersonal, computer and planning skills.
