Summary:

The Purchasing Manager is a strategic leadership role responsible for directing all procurement, sourcing, and vendor management activities. This role unifies and scales purchasing workflows in the healthcare industry. The primary objective is to optimize commercial terms, secure supply chain continuity for critical academic and medical operations, enforce rigorous regulatory compliance, and lead a high-performing procurement team.

Duties and Responsibilities:

  • Oversee the end-to-end supplier accreditation process and ensure compliance with organizational policies and regulatory requirements.
  • Evaluate supplier performance regularly based on quality, delivery, pricing, and service standards to maintain a reliable vendor network.
  • Negotiate pricing, payment terms, and supply agreements to achieve cost savings while maintaining quality and service levels.
  • Identify opportunities for cost optimization through strategic sourcing, bulk purchasing, and continuous review of procurement expenditures.
  • Manage the purchase order process from requisition to issuance, ensuring timely procurement and efficient workflow.
  • Monitor procurement activities to identify and resolve process bottlenecks, ensuring the timely delivery of goods and services.
  • Lead negotiations for high-value purchases, capital equipment, and service contracts, and coordinate the preparation and execution of supplier agreements.
  • Develop sourcing strategies and contingency plans to minimize supply chain risks and ensure business continuity.
  • Collaborate with department heads and other stakeholders to forecast procurement needs, align purchasing activities with budgets, and support operational requirements.
  • Serve as the primary point of contact for resolving supplier-related issues, delivery delays, and procurement concerns.
  • Supervise, mentor, and develop the purchasing team by assigning responsibilities, monitoring performance, and promoting continuous improvement.
  • Establish and implement procurement policies, procedures, and best practices to improve operational efficiency and ensure compliance.
  • Prepare procurement reports and provide recommendations to management to support strategic planning and informed decision-making.
  • Perform other duties and responsibilities as assigned by management.

Qualifications:

  • Bachelor’s degree in Supply Chain Management, Logistics, BusinessAdministration, Finance, or a highly related discipline.
  • Preferrerably a Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), or equivalent professional supply chain certifications.
  • Minimum of 5–7 years of total experience within corporate procurement, purchasing, or strategic sourcing.
  • At least 3 years in a definitive leadership or managerial capacity supervising a structured procurement team.
  • Documented experience managing procurement portfolios within Higher Education (Schools) or Healthcare/Clinical operations (Hospitals). Dual exposure to both fields is considered a premium asset.
  • Advanced proficiency in Contract Law, commercial negotiation tactics, and international sourcing/importation procedures.
  • High-level analytical capacity (expert-level Microsoft Excel or data analytics toolkit usage is mandatory for tracking departmental KPIs).
  • Impeccable ethical standards, with a clean track record regarding corporate governance, anti-kickback policies, and vendor neutrality.
