Supervises: Consortium/Bilateral Partnerships and CRC Delegation – Funds.

Philippines and Regional CRC project portfolio and project development based on needs.

PURPOSE STATEMENT

Reporting to the AP Regional Coordinator and in coordination with the Canadian Red Cross (CRC) Delegation finance officer, and the NBS/DRR Program Manager, and remotely with the CRC Grants’ manager and advisors, the Program Coordinator (PC) supports the Philippine Red Cross, as well as in other countries in the Asia Pacific, based on needs, overseeing the implementation of joint projects and initiatives by the Canadian Red Cross (CRC) and the Philippine Red Cross.

The Program Coordinator provides broad support to the PRC in thematic areas that , ranging from monitoring, reporting, and more broadly budgeting issues of the projects. The Coordinator may be responsible for monitoring new/evolving emergencies and contexts in other countries of focus and may be engaged in the development of new projects and proposals.

S/he must ensure a good working relationship with the partners, especially the Philippine Red Cross (PRC) which is hosting CRC Delegation, and other relevant stakeholders including, but not limited to, CRC program staff and technical advisors in the countries, region, and in the National Office in Canada, and other RCM (Red Cross Movement) partners such as Partner National Societies, ICRC, and IFRC.

All actions undertaken by the Program Coordinator are guided by CRC’s Mission, Vision 2025, the Fundamental Principles, the International Priorities, Localization Framework and MENA Regional Strategy 2022-2025.

MAJOR RESPONSIBILITIES

Support project management, identification, and reporting (80%)
  • Support the PRC in the successful development and implementation of the project portfolio funded by CRC.
  • Support project management, working with the relevant services to ensure that deadlines and processes are met
  • as per quality and accountability standards including required project narrative, financial and analytical progress reports, expenditures and budget compliance.
  • Support to the PRC in the preparation of narrative project reports, aligning reports in compliance with CRC/PRC/donor requirements.
  • Support the relevant PRC services in the preparation of monitoring and evaluation tools and plans, including support for data collection for effective reporting and monitoring.
  • Carry out monitoring mission at the project locations.
  • Support the PRC in identifying key issues or potential problems as well as in identifying solutions and liaising with the Regional Representative, the NBS/DRR Program Coordinator, other RCM and CRC’s technical advisors and support services.
  • Engage PRC in regular meetings to receive updates about the projects’ progress and discuss any problems or delays. Flag delays to the Regional Representative and other staff for required support. Attend project meetings, possibly including RCM meetings as needed.
  • Support the PRC in the preparation of project proposals by liaising with the Regional Representative, the National Office (NO), finance, advisors, and proposal writers. Contribute to drafting portions of the proposal as requested.
  • Collect communication material (videos and photos with informed consent) and support the partners in the preparation of success stories or other communication material to highlight project achievements to the public.
  • Compile briefing notes for CRC management, liaising with other RCM partners and other stakeholders as required.
  • In collaboration with PRC, collect, archive, and circulate project-related documents (e.g. narrative reports, training attendance lists, project agreements, grant agreements, activity reports, etc.).
  • Support the Regional Representative and the CRC National Office, if needed, in the annual operations planning, including contributing to risk mapping.
  • Provide thematic guidance in the areas of SGBV, Protection, Livelihoods, and DRR.
Administration & Logistics (20%)
  • Facilitate communication between the CRC Delegation, CRC NO, and PRC on procurement issues as required.
  • Prepare and follow up on security clearance requests for field visits for the whole mission, including booking vehicles, flights and accommodation.

JOB SPECIFICATIONS

Qualifications/Minimum Education:

Bachelor’s Degree in international development, humanitarian studies, economics, business administration or related field.

Work Experience
  • Bachelor’s Degree in international development, humanitarian studies, economics, business administration or related field.
  • Minimum 2-3 years of experience including experience with RCM, NGOs, and/or UN.
  • Fluent written and oral communication skills in English and in spoken Filipino required
  • Experience in SGBV, Protection, and Livelihoods required. Experience in DRR, Health, WASH a strong asset.
  • Experience in program/project management and/or in financial management in line with the tasks described above.
  • Experience in proposal writing and reporting an asset.
  • Experience with the RCM (Red Cross Red Cross Movement) a strong asset.

Equipment Used:

Computer, Scanner, Printer, Copier, Telephone and Fax Machines.

Working Environment:

75% Office Based and 25% Field Based when necessary (monitoring and audit visits in project areas.
