GIS Consultant for Mapping Sexual and Reproductive Health Service Delivery Point
Phase 1 of the project focused on prioritization and initial service mapping. Building on this foundation, Phase 2 requires comprehensive mapping of SRH service delivery points across 6 regions of the Philippines to support evidence-based planning and implementation of the COBP, considering the need to build healthcare provider networks for SRH.
The primary objective is to engage a GIS consultant to develop a detailed geospatial mapping of Sexual and Reproductive Health (SRH) service delivery points, with a focus on Family Planning (FP) and Maternal, Newborn, and Child Health (MNCH) facilities across all 6 regions of the Philippines.The consultant will report directly to the Country Director and work in close coordination with the Project Manager, UNFPA Program Officer, DOH Representative, and PhilHealth Representative.
Duration and timeline: the consultancy will begin in early September for a total of 16 working days, to be completed within 3 months from contract signing.
Scope of Work and Specific Tasks
The GIS consultant shall undertake the following tasks:
- Data Processing and Validation
- Give inputs to team to assist in collecting and compile health facility data from various sources including PhilHealth, PSA, FDA, DOH, and other relevant databases for the mapping activity
- Ensure coverage of all facility types including Rural Health Units (RHUs), Barangay Health Stations, Public and private hospitals (primary, secondary, tertiary), Maternity/lying-in clinics, and if possible, pharmacies offering FP commodities
- Table-top validation facility locations and service offerings using available databases
- Ensure data quality and consistency across regions
- Regional Map Production
- Produce report-ready maps in JPEG, PNG, Vector, or similar format for 6 region (2 days per per region for maps with information below)
- Each regional map package should include facility distribution map showing all SRH service points with the following variations: All SRH service facilities; FP service availability map (MNCH service availability map, public vs. private facility distribution); straight line distance facility referral map across levels of care (primary to tertiary level); straight line distance (or similar) accessibility map from population clusters to nearest health facility.
- Ensure all maps for the printed report are professionally formatted: clear legends and labels; scale bars and north arrows; region and municipality boundaries; basic geographic features; high resolution; print ready format.
- Together with the team, provide recommendations for COBP implementation planning: National SRH service coverage overview; service availability analysis (which services are available where); underserved area identification based on facility distribution; facility concentration analysis (urban vs. rural distribution).
- Final Report and Recommendations including: summary of mapping methodology; key findings on facility distribution and geographic gaps; regional highlights and critical observations; recommendations for optimizing SRH service delivery based on spatial data; suggested priority areas for continued work.

Requirements
Education and Experience- Bachelor's degree in Geography, Geodetic Engineering, Geographic Information Systems, or related field
- Minimum 5 years of experience in health-related GIS projects
- Demonstrated capacity in health facility mapping and spatial analysis
- Experience working with DOH, PhilHealth, or health sector projects preferred
- Proficiency in GIS software (ArcGIS, QGIS, or similar)
- Experience with GPS data collection and geodatabase management
- Knowledge of spatial analysis techniques and cartographic design
- Familiarity with Philippine health system and facility types
- Data management and quality assurance skills
- Excellent analytical and report writing skills
- Ability to work independently and meet deadlines
- Good communication and presentation skills
- Willingness to coordinate with multiple stakeholders
Payment Schedule - Payment will be made based on satisfactory delivery of outputs: 20% upon submission of deliverable #1
40% upon submission of deliverable #240% upon submission of deliverable #3 and #4
Data Limitations and Assumptions - The consultant should note the following: Focus is on mapping facility locations and identifying geographic gaps in service coverage
Road network data may be limited; basic geographic orientation will sufficeReferral networks between facilities will not be mapped due to data constraints
Analysis will be based on geographic distribution rather than population-based accessibility
Maps will show where facilities exist and where geographic gaps occur
Intellectual Property: All outputs, including maps, databases, reports, and other materials produced under this consultancy shall be the property of UNFPA and ThinkWell Institute. The consultant may not use, reproduce, or distribute any outputs without written permission.
Data Security and Confidentiality - The consultant shall: Maintain confidentiality of all health facility data
Ensure secure storage and handling of sensitive informationComply with data privacy regulations
Return all data and delete copies upon project completion
