Job Description

The QuARTS Specialist role is the focal person for Retail Concessionaire partners and is crucial for creating, implementing, and maintaining the Meat Business Unit's food safety and regulatory systems. This role ensures the entire retail concessionaire stores unit, encompassing both internal operations and external collaborations, maintains strict adherence to all applicable food safety, statutory, and regulatory mandates.

A primary duty is to meticulously confirm the Meat Business Unit's compliance particularly with LGUs, FDA, DA-NMIS, DA-BAI, and DENR-EMB regulations regarding Licenses to Operate (LTOs), Certificates of Product Registration (CPRs) and other regulatory permits.

FOOD SAFETY AND REGULATORY COMPLIANCE:

  1. On System Design & Implementation:
  2. Design, implement, and maintain robust food safety management systems, ensuring compliance with all statutory, regulatory, customer, and international standards (e.g., GMP/GOP/GWP, HACCP, FSSC, ISO Standards).
  3. Develops and supports the establishment of comprehensive Food Safety Manuals, Work Instructions, and Standard Operating Procedures (SOPs) for both internal operations and external stakeholders.
  4. Conduct regular reviews and audits of systems and processes to identify areas for improvement in RetCon Operations.
  5. On Regulatory Compliance & Permitting:
  6. Manage and execute all necessary applications for regulatory compliance, including Food and Drug Administration (FDA), National Meat Inspection Service (NMIS), Bureau of Animal industries (BAI) and Local Government Units (LGUs) with regards to Licenses to Operate (LTOs), Certificates of Product Registration (CPRs), Public-Private Audits and other related regulatory and statutory licenses and/or permits.
  7. On Audit Management:
  8. Plan and conduct internal audits across all relevant areas, including retail concessionaires and external trade partners, based on established food safety system standards.
  9. Lead and participate in regulatory, third-party, and customer audits, ensuring the timely execution and completion of all subsequent corrective actions and reports.
  10. Conduct regular trade checks to verify product handling aligns with specified standards at the end-user level.
  11. On Training & Development:
  12. Design, facilitate, and deliver tailored training programs on Food Safety, Quality, and other relevant topics for both internal staff and external stakeholders. These programs ensure all parties remain current with industry standards, regulations, and company policies.
  13. On Document Management:
  14. Act as the primary Document Controller for the organization, responsible for the efficient, timely, and accurate preparation and management of all critical food safety and regulatory documentation.
  15. On Stakeholder Relations & Communication:
  16. Facilitate effective internal and external communication regarding Food Safety & Quality Management Systems as well as , engaging with relevant government agencies (e.g., BAI, NMIS, FDA, and LGUs) to coordinate and maintain strong stakeholder relationships.
  17. Coordinate regulatory programs and activities with local government units (city/provincial/municipal), as applicable.
  18. Responsible for reporting problems related to food safety & quality management systems to their Team Leader and identified authorities.
  19. On Complaints Management:
  20. Oversee the complaints management process, ensuring the timely issuance of Corrective Action Reports to identified root cause owners.
ENVIRONMENTAL MANAGEMENT AND COMPLIANCE
  1. On Regulatory Adherence:
  2. Ensure stringent compliance with environmental laws such as Presidential Decree (PD) 1586, Republic Act (RA) 6969, RA 8749, RA 9003, RA 9275, their respective Implementing Rules and Regulations (IRRs), and all other pertinent environmental statutes.
  3. On Agency Coordination:
  4. Liaise frequently with relevant government agencies, including the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) and Local Government Units (LGUs), to stay updated on Bureau Circulars, Administrative Orders, and similar directives.
  5. On Environmental Planning and Implementation:
  6. Monitor the strict implementation and facilitate regular updates of the Environmental Management Plan and Contingency Plan.
  7. Identify significant environmental aspects and impacts of operational activities, recommending mitigating measures during the formulation and review of these plans.
  8. On Pollution Control and Waste Management:
  9. Develop and recommend solutions to eliminate pollution and environmental hazards within the facility. This includes establishing, performing, and strictly monitoring the plant's Waste Management Program.
  10. Monitor, maintain, and manage the Material Recovery Facility (MRF), ensuring the timely hauling of generated wastes. It also entails monitoring, reporting, and challenging all wastes generated against targets, escalating deviations to the immediate Team Leader as necessary.
  11. On Compliance Monitoring & Reporting:
  12. Monitor the plant's residual chlorine, initiating necessary actions upon deviation.
  13. Oversee activities related to the operation and maintenance of pollution control facilities, ensuring compliance with Effluent Standards and reporting monitoring results to DENR as part of Self-Monitoring Reports (SMR) and Compliance Monitoring Reports (CMR).
  14. On Complaint Investigation and Training:
  15. Investigate employee and community complaints regarding exposure to hazardous materials or pollutants. Disseminate "Right-to-Know" information related to environmental matters through training programs and other platforms.
  16. On Reporting:
  17. Submit timely, clear, and concise written reports based on both internal and external site inspections.

OTHER TASKS:

  1. Actively participate in all company programs and activities under quality improvement, safety & security, sustainability, corporate social responsibility, risk management etc.
  2. Performs other tasks related to the job as may be assigned by the immediate Team Leader.

Qualifications

Education:

  1. Candidates must be a Bachelor degree holder of BS Food Science/ Technology, Biology, Chemistry, Chemical Engineer or any science-related field.

Experience:

  1. Preferably with at least three (3) years of working experience in Quality Assurance in the Food Manufacturing Industry or any related discipline.
  2. Knowledge on FDA Applications - LTO and CPR is a must.
  3. Accredited Pollution Control Officer is a plus.
  4. Preferably with experience in conducting training.

Other Requirements:

  1. A strong background on Food Safety Systems: GMP, HACCP, FSSC is required.
  2. Thorough understanding of environmental regulatory requirements and their interpretations, along with strong knowledge of safety and health programs.
  3. Must be knowledgeable on plant-wide inspections and auditing functions
  4. Strong interpersonal, communication, and organization skills
  5. Has strong training and presentation skills
  6. Competent in the use of Google Suite programs.
  7. Strong in their ability to enforce regulatory and statutory requirements
  8. Has great attention to details
