HR Director (Mandarin)
OCIC Consulting is entering a phase of structured growth across its Philippines and China operations, and we're looking for an HR Director who can build what does not yet exist — a complete people infrastructure for a fast-moving, cross-border professional services company.
This is a hands-on leadership role for someone who has built HR systems from scratch in a small-to-mid size organization, not just maintained existing ones in a large corporation. You will design the company's KPI and performance review system, build an internal training and knowledge base from the ground up, lead day-to-day HR operations, and serve as a trusted partner to the Chairwoman on all people-related decisions.
Key Responsibilities- Design and roll out a company-wide KPI and performance review framework across all departments
- Build OCIC's internal knowledge base and onboarding/training system from the ground up
- Manage full-cycle HR operations: hiring, onboarding, employee relations, compliance, and offboarding
- Ensure compliance with Philippine labor law (DOLE) across all HR practices
- Lead end-to-end recruitment and build talent pipelines for key bilingual roles
- Monitor attrition, drive retention initiatives, and deliver regular HR dashboards to the Chairwoman
- Build credibility and trust across both Filipino and Chinese colleagues
- Bachelor's degree in HR, Business Administration, Psychology, or related field
- 5+ years in HR, with at least 2 years in a managerial or HR Director capacity
- Proven experience building HR systems, KPI frameworks, or performance review systems from scratch
- Fluent in English and Mandarin (spoken and written) — required
- Experience in Chinese-invested firms, professional services, or cross-border operations preferred
- High ownership mindset; comfortable working directly with leadership with minimal middle management
