### Position Summary
The Head of Human Resources is responsible for leading and executing the Group's overall human capital strategy across all PGATECH companies. The role ensures that the organization attracts, develops, engages, and retains exceptional talent while maintaining compliance with Philippine labor laws and supporting the Group's strategic growth.
As a member of the Executive Leadership Team, the HR Head serves as a strategic business partner to the CEO and business unit heads, driving organizational effectiveness, leadership development, culture transformation, workforce planning, and performance management.

# Key Responsibilities
## 1. Strategic Human Capital Management- Develop and implement the Group's Human Resource Strategy aligned with business objectives.
- Lead workforce planning for all companies within the Group.
- Build succession plans for key leadership and technical positions.
- Develop manpower strategies to support expansion and new business initiatives.
- Advise senior management on organizational design and restructuring.
- Develop employer branding strategies to attract top engineering and technical talent.
- Oversee recruitment of engineers, geologists, project managers, laboratory personnel, corporate professionals, and skilled field workers.
- Improve hiring speed while maintaining quality standards.
- Build relationships with universities and professional organizations.
- Design and administer a performance management system linked to company objectives.
- Implement KPIs and OKRs across all departments.
- Ensure annual performance evaluations are objective and measurable.
- Coach managers on employee development and performance improvement.
- Establish the PGATECH Leadership Academy.
- Develop competency frameworks for technical and leadership roles.
- Identify high-potential employees and create development plans.
- Implement technical, safety, supervisory, and leadership training programs.
- Promote continuous learning and professional certifications.
- Develop competitive salary structures and job grading systems.
- Conduct salary benchmarking.
- Manage annual salary reviews and incentive programs.
- Recommend performance-based reward systems.
- Ensure internal equity and market competitiveness.
- Foster a culture of integrity, professionalism, accountability, teamwork, innovation, and safety.
- Conduct annual employee engagement surveys.
- Lead employee wellness and recognition programs.
- Promote diversity, inclusion, and respectful workplace practices.
- Strengthen employee communication throughout the organization.
- Handle disciplinary cases and grievance procedures.
- Conduct administrative investigations.
- Ensure fair and consistent implementation of company policies.
- Promote positive labor-management relations.
- Minimize employee disputes through proactive HR practices.
- Develop and update HR policies and procedures.
- Ensure compliance with Philippine Labor Code and government regulations.
- Maintain HRIS data integrity.
- Oversee personnel records and confidentiality standards.
- Lead organizational development initiatives.
- Improve organizational structure and role clarity.
- Facilitate change management programs.
- Drive productivity and process improvement initiatives.
## 10. HR Analytics
Develop dashboards and executive reports covering:
- Headcount
- Turnover
- Recruitment metrics
- Employee engagement
- Training hours
- Productivity indicators
- Succession readiness
- Diversity metrics
- Labor cost analysis
- HR compliance
Provide strategic recommendations based on workforce data.
# Qualifications
### Education- Bachelor's Degree in Human Resources, Psychology, Business Administration, Industrial Relations, or related field.
- Master's Degree or MBA preferred.
- Minimum 10 years progressive HR leadership experience.
- At least 5 years leading an HR department.
- Experience in engineering, construction, manufacturing, infrastructure, or project-based organizations is highly preferred.
- Experience supporting multiple business units or group companies.
