Education- Bachelor’s Degree preferably in Psychology, Human Resource Management or Social Science courses

- Two (2) years of relevant experience in HR management and personnel administration
JOB DESCRIPTION
The Administrative Officer V (HRMO III) shall be the focal person on human resource administration and management and implementation of personnel policies, rules, and regulations. He/she is expected to assist the Chief Administrative Officer in the development management, review and enhancement of all personnel policies and standards for JJWC.
Functions and Responsibilities:
- Implements administrative policies and attend to all personnel actions;
- Attend meetings and serves as member/secretariat to varied functional committees (Human Resource Merit Promotion and Selection Board, Personnel Development Committee, PRAISE, CODI, and Grievance);
- Manages and ensures implementation of the recruitment and selection process;
- Supervises preparation of and review payrolls on the salaries, bonuses and remittances and other personal benefits;
- Reviews and certifies monthly remittances, payslips, Magna Carta for PSWs, Certificate of employment, leave balances and clearances;
- Ensure/monitor compliance to good governance such as Anti-Red Tape Act (ARTA), employees’ submission of SALN, citizen’s charter;
- Provide technical assistance to internal/external stakeholders on matters relating to human resource/personnel management;
- Facilitates the conduct of training needs assessment, job analysis and competency assessment for employees;
- Prepares acceptance of resignation/retirement, permission to transfers and notice of termination of contracts for MOA/COS workers;
- Ensures personnel related information systems/database are updated (staffing complement, personnel database of employees, etc.);
- Prepares narrative/statistical accomplishment reports of the HR/Personnel Unit, and required personnel reports and statistics;
- Prepares Work and Financial Plan, PPMP/APP of the HR/Personnel Unit;
- Prepares memoranda, correspondences, communication, letters related to HRD operations;
- Perform other tasks as may be assigned by the Division Chief, Deputy Executive Director and Executive Director.
Job Outputs:
- Projects/programs/services implemented and delivered based on unit Mandate and/or management directives;
- Unit WFP/PPMP/APP;
- Special and periodic reports required by oversight agencies (CSC, DBM);
- Reports, correspondence, memoranda, communications relative to HR/personnel management;
- Membership to committees/technical working groups;
- Personnel/HR reports, policies and guidelines;
- Updated PSIPOP/plantilla of employees, staffing complement; and
- Employee compensation and benefits.
