Pollution Control Officer (PCO)

Position Summary

The role oversees environmental monitoring, reporting, permitting, and implementation of pollution control measures across project sites and operations.

1. Regulatory Compliance

• Ensure compliance with all environmental laws, including:
• RA 8749 (Clean Air Act)
• RA 9275 (Clean Water Act)
• RA 9003 (Ecological Solid Waste Management Act)
• Secure and maintain environmental permits such as:
• Environmental Compliance Certificate (ECC)
• Discharge Permit (DP)
• Permit to Operate (PTO) for air pollution sources
• Act as the official liaison with DENR-EMB and other regulatory bodies

1. Environmental Monitoring & Reporting

• Conduct regular monitoring of:
• Air emissions
• Wastewater discharge
• Solid and hazardous waste
• Prepare and submit required reports:
• Self-Monitoring Reports (SMR)
• Compliance Monitoring Reports (CMR)
• Ensure timely submission to EMB regional office

1. Pollution Control & Waste Management

• Develop and implement pollution control strategies
• Supervise proper handling, storage, transport, and disposal of hazardous waste
• Ensure compliance with Hazardous Waste Generator ID requirements
• Promote waste minimization and recycling initiatives

1. Environmental Management Programs

• Implement Environmental Management Plan (EMP) based on ECC conditions
• Conduct environmental awareness and training programs for employees
• Support sustainability initiatives and environmental protection programs

1. Inspection & Audit

• Conduct internal environmental inspections and audits
• Prepare for external audits by DENR-EMB
• Address and resolve environmental non-compliance issues

1. Incident Management

• Investigate environmental incidents (e.g., spills, exceedances)
• Recommend corrective and preventive actions
• Prepare incident reports and coordinate with authorities if required

• Bachelor’s Degree in:
• Environmental Science / Engineering
• Chemical Engineering
• Mining Engineering or related field
• Must be a DENR-Accredited Pollution Control Officer (PCO)
• At least 2–3 years experience in environmental management (preferably in mining/construction/industrial setting)

• Strong knowledge of DENR regulations and compliance systems
• Familiarity with environmental monitoring equipment and procedures
• Report writing and documentation skills
• Analytical and problem-solving skills
• Good coordination and communication skills

• 100% on-time submission of SMR/CMR
• Zero environmental violations or penalties
• Compliance with all permits and regulatory requirements
• Effective implementation of environmental programs

• Combination of office-based and field/site work
• Exposure to construction/mining environments
• May require travel to project sites (e.g., Pangasinan operations)

• Reports to: Environmental Manager / HSE Manager / Project Manager
• Coordinates with: Operations, Engineering, Safety, and Admin teams
