The Center Senior Manager leads the operations and strategic development of Operation Smile’s Cebu Comprehensive Cleft Care Center of Excellence (COE). This role ensures the overall success, sustainability, and daily efficiency of the Center, with a strong focus on program implementation, government and hospital relations, team performance, and patient-centered outcomes.

The Senior Manager reports directly to the Executive Director of Operation Smile Philippines and works closely with the Regional Director to ensure alignment with the organization's national and regional goals. The role also supports and guides Center Managers to ensure effective day-to-day operations and goal achievement.

The ideal candidate has demonstrated leadership in nonprofit or healthcare management, with strong capabilities in operational leadership, staff development, stakeholder engagement, and organizational growth.

Essential Functions:

  1. Center Management and Program Implementation
  • Lead and oversee all daily operations of the Cebu COE, ensuring excellence in patient care, program delivery, and administrative functions.
  • Develop and implement strategic plans to drive the growth of patient services, medical education, partner engagement, and operational systems.
  • Ensure all medical activities adhere to Operation Smile’s Global Medical Standards in coordination with local medical leadership.
  • Identify and address programmatic or operational gaps proactively.
  • Align all initiatives with Operation Smile Philippines’ long-term strategy and regional priorities.
  1. Business Operations
  • Oversee business practices, resource planning, and financial operations to ensure Center sustainability and effectiveness.
  • Implement and monitor annual and multi-year strategic work plans in partnership with the Executive Director and Regional Director.
  • Support the hiring, onboarding, and training of Center staff to meet performance expectations and organizational goals.
  • Ensure compliance with all relevant healthcare regulations and nonprofit governance practices.
  • Lead the adoption of global operating standards customized to the local context.
  1. Support & Oversight of Center Managers
  • Provide direct support and guidance to Center Managers to ensure smooth day-to-day operations across program, patient, and administrative areas.
  • Set key performance indicators (KPIs), operational goals, and conduct regular reviews to evaluate performance and drive improvement.
  • Build capacity among Center Managers to ensure consistent quality, accountability, and leadership development.
  1. Stakeholder Engagement
  • Build and maintain effective relationships with hospital partners, Ministries of Health, government bodies, NGOs, vendors, and other key external stakeholders.
  • Represent the Cebu COE in local and regional engagements, serving as a visible and respected leader of the organization.
  • Support community outreach, awareness campaigns, and educational initiatives as needed.
  1. Operational Leadership
  • Foster a values-driven and high-performing culture at the Center.
  • Serve as a mentor and team leader, promoting collaboration, innovation, and professional growth.
  • Collaborate closely with the Executive Director and Regional Director to ensure effective implementation of operational and strategic priorities.

Experience Required (education/work):

  • University (BA/BS) in business, nonprofit management, or a related field
  • 10+ years of proven professional experience with an international agency or non-profit leadership
  • Strong understanding of business operations, with demonstrated experiences in financial management and budgeting, human resources, governance, strategy, and management.
  • Experience working with high level stakeholders, government, and partners is desirable.
  • Work experience in an international NGO context is desirable.

  • Able to work diplomatically in a global, team-based environment, with various high level stakeholders, including government and community leaders, board members, and partners.
  • Highly capable verbal and written communicator in business and multi-cultural context.
  • English and Cebuano / Visayan language proficiency is mandatory.
  • Local residency in Cebu required.
