Key Duties and Responsibilities
- Deploy, monitor, and enforce the corporate OSH program, ensuring standard Hazard Identification, Risk Assessment, and Control (HIRAC) reviews, safe work procedures, and strict PPE compliance are active on every site.
- Organize, support, and document the activities of site-level Health and Safety Committees, ensuring compliant safety officer and first-aider coverage as mandated by DOLE regulations.
- Conduct systematic safety inspections, facilitate toolbox meetings, and design and deliver mandatory 8-hour OSH orientations and refreshers for employees and contractors.
- Lead investigation of all work-related accidents, near-misses, and safety complaints; compile root-cause analyses, implement robust Corrective and Preventive Actions (CAPAs), and maintain accurate safety statistics.
- Compile and file all statutory DOLE reports on time, including Annual Medical Reports (AMR), Work Accident / Illness Exposure Reports (WAER), and Safety Committee minutes.
- Review and approve contractor safety plans prior to mobilization; monitor on-site compliance of outsourced construction and facility partners.
- Coordinate emergency preparedness protocols (including emergency evacuation plans, fire drills, and disaster simulation exercises) in close collaboration with Security and Business Continuity teams, aligning with the OSH Policy.
- Coverage: Converge and Portfolio Companies (Myriad, Comclark, PDGC, Rev21, etc) to further expand on the MSPs
- Safety Milestones: Zero work-related fatalities; continuous year-on-year reduction in Lost-Time Injury (LTI) and Recordable Incident Rates.
- Statutory Compliance: 100% on-time submission of WAER, AMR, and OSH committee reports to DOLE; zero safety citations.
- Commitment and Training: Full safety committee meeting compliance across sites and 100% completion rate for mandatory OSH orientation.
- Emergency Preparedness: Completion of fire and earthquake drills on schedule and closure of noted emergency drill weaknesses.
- Education: Bachelor's degree in Engineering, Occupational Safety & Health, Nursing, or a related scientific field.
- Licenses & Certifications: DOLE-accredited Safety Officer 3 (SO4) required; DOLE BOSH-Training of Trainers (BOSH-TOT), first aid, and structured incident investigation certifications preferred.
- Experience: Minimum five (5) years of practical experience implementing OSH programs within multi-site offices, construction environments, or industrial facilities, with at least two (2) years of supervisory experience.
- Technical Skills: Detailed command of RA 11058 / D.O. 198-18 and DOLE occupational health standards; deep knowledge of HIRAC methodologies, incident root-cause analysis, and OSH statistics tracking.
- Core Competencies: Proactive vigilance and duty of care; high field credibility; persuasive safety training and communication; calm under pressure; rigorous compliance recording.
