Job Description:
The Bid Support Manager will be accountable for managing the bid process for all identified opportunities for a geographical area. The role is directly responsible for coordinating with business development managers, operation of the tender register, tender document administration, development of all submission elements, preparing rates templates (for standard list based pricing only), managing tender project teams, preparing and delivering handovers, and maintenance of the contract register.

- Set an example across the business to demonstrate that safety and wellbeing is a not negotiable
- Engage with business development and operational teams to keep informed of upcoming tenders and track on tender register
- Manage the tender process consistent with the approved procedures and organisational governance
- Act as an internal service provider to the business development and operations functions by providing administrative support,
- Prepare tender submissions based upon the agreed business development win strategy and inputs from the subject matter experts
- Responsible for the professionalism of submissions in terms of proof reading, cohesiveness of response, and conciseness.
- Ensure tenders are prepared to agreed timetables, including reviews and governance approval milestone dates, and submitted on time
- Be accountable for tender outcome including follow up of submissions, response to client clarifications, contract negotiations, and lessons learnt interviews for lost tenders
- Maintain a library of templates that are continuously updated to incorporate content from recently completed tenders
- Prepare market and tender reporting that details win rates, competitors, upcoming works, and market intelligence
- Comprehensively hand over won tenders for operational delivery including preparation of contract document set and handover presentation for the Project Manager responsible for delivering the works
- Complete the initial review of contracts included in tenders, escalate non-standard issues / risks to the Group Pre-Contracts Manager and coordinate the drafting / inclusion of departures and qualifications within tender responses
- Manage the execution of contracts, record the contract documents, and include on contract register
- Train and support users of the CRM system (recording customer, quotation, and tender details) to ensure that all details are included and maintained
- Provide monthly reporting to the senior management group on customers, quotations, and tenders including the value of the sales pipeline, the value of work won / lost, and performance statistics.
Qualifications and requirements:
Qualifications: Essential
- Undergraduate qualification in business, engineering, marketing, communications, or similar Desirable
- Postgraduate degree in business, engineering, marketing, communications, or similar
- Member of Association of Proposal Management Professionals
Skills: Expert
- Leadership of multidisciplinary teams in complex environments with fixed deadlines
- Developing and executing project plans and timetables for production of tender responses
- Preparation of all of the elements of tenders and submissions
- Ability to coordinate with diverse stakeholders within a structured bid preparation and governance framework
- Developing submission pricing from standard list templates
- Excellent written and verbal skills with the capacity to communicate with a wide range of stakeholders
- Ability to interpret tender documents, contract requirements, and pricing agreements
- Writing persuasive content for quotation, tenders, and submissions
- Microsoft office suite of applications, and in particular Word and Excel
- Proofing documents and attention to detail Proficient
- Commercial, contract, and business acumen
- Preparation and interpretation of financial reports and analysis
- Writing technical content for quotation, tenders, and submissions
Non-negotiable experience:
- 5 + years in an equivalent bid support role
- 2 + years within the construction, infrastructure, or utilities sectors
- Production of high-quality bid and proposal responses
- Leading muti disciplinary tender project teams in similar industry
- Using templates for schedule of rate pricing
- Working with senior internal and external business stakeholders and customers Desirable
- Recent employment with a service provider or asset owner in the water or waste sector
- High level understanding of water and waste industry market trends and practices
- Strategic thinker who is open to new perspectives and better ways to do things
- A naturally curious nature that is creative, innovative, and enjoys overcoming uncertainty
