HR Manager – Payroll & Employee Relations

Responsible for overseeing end-to-end payroll processing and managing employee relations to ensure compliance with Philippine labor laws and company policies. This role ensures accurate and timely payroll, handles employee concerns, and promotes a positive and compliant workplace environment.

Key ResponsibilitiesPayroll Management
  • Oversee and manage full-cycle payroll processing for all employees
  • Ensure accurate computation of salaries, overtime, incentives, commissions, and final pay
  • Manage statutory contributions and compliance with SSS, PhilHealth, and Pag-IBIG
  • Ensure timely remittance of government-mandated benefits and taxes (e.g., BIR compliance)
  • Handle payroll audits, reconciliation, and reporting
  • Maintain payroll records and ensure confidentiality of employee data
  • Coordinate with Finance for payroll funding and reporting
Employee Relations (ER)
  • Handle employee concerns, grievances, and disciplinary cases
  • Lead investigations and ensure due process in line with Philippine labor laws
  • Prepare and issue Notices to Explain (NTE), disciplinary actions, and case documentation
  • Provide guidance to management on employee relations issues and conflict resolution
  • Ensure implementation of company policies, code of conduct, and compliance standards
  • Represent the company in labor-related matters if needed (e.g., DOLE concerns)
  • Promote employee engagement and a positive work culture
Compliance & Labor Law
  • Ensure compliance with the Labor Code of the Philippines and other regulatory requirements
  • Keep updated with changes in labor laws, payroll regulations, and government contributions
  • Manage documentation and reporting required by government agencies
HR Operations Support
  • Develop and improve payroll and ER processes and policies
  • Support audits, reporting, and HR projects as needed
  • Train and guide HR team members on payroll and employee relations best practices
Qualifications
  • Bachelor’s degree in Human Resources, Psychology, Business Administration, or related field
  • Minimum of 5+ years HR experience, with strong exposure to payroll and employee relations
  • Proven experience handling Philippine payroll processing and statutory compliance
  • Strong knowledge of Philippine Labor Laws and disciplinary procedures
  • Experience handling DOLE cases is an advantage
  • Proficient in payroll systems and Microsoft Excel
  • Strong analytical, problem-solving, and decision-making skills
  • Excellent communication and interpersonal skills
  • High level of integrity and confidentiality
