Fowls, hogs, livestock and other kinds of animals and foodstuffs and other activities allied or incidental thereto such as but not limited to animal feeds, nutrition and healthcare.

Job description and minimum qualifications:

HR ASSISTANT - Mandaue City, Cebu

JOB SUMMARY:

Responsible for ensuring that HR policies, procedures and other established operating standards are consistently implemented, and meet the current strategic needs of the Business in coordination with respective HR Account-in-Charge in the Division HR.

QUALIFICATIONS/EDUCATIONAL BACKGROUND:

  • Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or any related field.
  • Minimum 2–3 years of generalist HR experience, including recruitment, employee relations, training, and performance management.
  • Responsible for providing service and advice to assigned account/s in the area of Human Resources and Administration specifically in the following functions: ➢ Recruitment & Placement ➢ Organization Development ➢ Benefits Administration ➢ Administrative Services ➢ Employee and Labor Relations ➢ Compensation Management ➢ Human Resources Information System

JOB DUTIES & RESPONSIBILITIES:

RECRUITMENT and PLACEMENT

Manpower Planning:

  • Reviews business plans together with client managers/supervisors to
determine manning implications in the organization.
  • Reviews and updates manning complement reports vis-a-vis Plantilla on a monthly basis.
  • Regularly updates manpower and vacancy report, and submits to HR Account-In-Charge
every month.
  • Reviews and updates current pool of potentially good candidates from active talent

bank or existing regular employees that serves as ready source of talents needed by

the organization.
  • Organizes and undertakes campus recruitment programs by contacting schools,
colleges and universities or arrange for campus interviews.
  • Participates and maintains good network in Job Fairs sponsored by educational
institutions, government and professional organizations.
  • Prepares Personnel Requisition (PR) to effect vacancy for regular and contractual

positions. Ensures that required documentation are complete like justification memo

from the Department Manager and Approved Table of Organization (TO)
  • Ensures that no unauthorized manning (casual, labor-only contract workers) are engaged or

utilized by operations.

Recruitment:

  • Call-outs applicants for initial screening: interview and psychological test administration.
  • Screens and evaluates applicants according to the required qualifications and
makes an accept-reject decision in accordance to SMC IFSI’s hiring standards.
  • Endorses a short list of candidates to the requisitioning Department for final interviews.
  • Instructs and ensures timely submission of the candidates’ preemployment requirements including medical/
Physical exam and government documents for updating.
  • Conducts job or salary offer to the candidate.

Placement:

  • Prepares, submits and monitors timely approval of the Master Data Authority
(MDA) for hiring and other related-personnel movements.
  • Conducts orientation to newly-hired employees to formally welcome them to SMC IFSI family.
  • Facilitates preparation of appointment letters, bank account enrollment and identification cards of newly-hired
employees.
  • Monitors contractual or probationary employment of newly-hired employees and requests recommendation from department concerned two (2) months before the end of contractual/probationary period.
  • Ensures timely documentation of employees’ regularization
  • Reviews all recommended personnel movements (including Job Transfer Request) and ensures that they a re consistent with the organization plans and objectives.
  • Facilitates internal placement and redeployment of qualified personnel.
  • Enhances recruitment and placement processes and procedures and ensures implementation of improvements.
BENEFITS ADMINISTRATION
  • Ensures enrolment of newly regularized employee and dependents (optional) to Health Maintenance Organization (HMO)
  • Administers statutory and company benefits such internal/external loans, medicines, medical reimbursement claims, burial assistance, separation and etc.
  • Ensures employees’ coverage to Group Life and Personal Accident Insurance
  • Establishes and maintains good relationship with government agencies (example: SSS, HDMF, PHIC) on benefits
processing.
  • Conducts reorientation to employees on benefits update, new programs and guidelines.
EMPLOYEE and LABOR RELATIONS
  • Establishes network with ER counterparts in other companies and HR professional organizations.
  • Assists in the conduct of administrative investigations on employees’ discipline and commends resolution to Department Heads.
  • Coordinates with Division HR-Labor Relations on certain issues and cases that requires legal opinion, clarification and inputs.
  • Assists in the conduct of compliance audit on General Labor Standards and Occupational Safety & Health to Third Party Contractors.
COMPENSATION MANAGEMENT
  • Assists clients in the preparation and updating of their Position Descriptions to reflect the job duties and responsibilities of each position.
  • Assists in the conduct of job evaluation for positions endorsed for classification or reevaluation.
  • Ensures proper communication of the result of the Job Evaluation to client managers/supervisors.
  • Maintains an updated classification system for all rated positions.
ORGANIZATION DEVELOPMENT
  • Assists client managers in the implementation of the OD directions, organizational changes, strategies and polices for the overall improvement of the organization’s performance.
  • Assists in the documentation of all approved organizational changes at SAP.
COMMUNITY RELATIONS
  • Assists in the conduct of CSR programs initiated by San Miguel Foundation.
  • Coordinates with Department Heads for employees’ voluntary participation and support on Company-sponsored outreached programs.
HUMAN RESOURCE INFORMATION SYSTEM
  • Collects personnel data according to set procedures.
  • Coordinate with ProSync in maintaining accurate employees' data in the SAP - HR system.
  • Prepares, analyzes and presents HRIS reports to respective account for Management update and action planning (e.g. manpower indices such as absenteeism, overtime, tardiness, vacancy, manning complement report, training records etc.).
  • Maintains and updates Employee Records File (201, 202 files etc.).
ADMINISTRATIVE SERVICES
  • Acts as member/resource of task forces for some special projects.
  • Assists in the preparation and revision of annual departmental budget of HR Region.
  • Prepares Payment Request Memo (PRM) for expenses incurred by the department and ensures proper charging.
  • Assists in compliance to security and safety requirements.
  • Prepares, monitors and maintains HR related Contact of Services.
  • Assists in the identification of opportunities for improvement in the quality and delivery of HR services and implementation of agreed resolution, enhancements and interventions.
  • Validates and prepares Certification of Employment (COE) as requested by

clients and/or separated employees.

  • Functions and duties that may be assigned from time to time.
