Procurement Specialist (Consultant)

About the Role

We are seeking an experienced Procurement Specialist (Freelance/Consultant) to support procurement and contract management activities for an IFI‑funded project. The consultant will work closely with the project team to ensure that all procurement processes and documentation comply with the procurement regulations of international financing institutions, particularly the Asian Development Bank (ADB).

• Lead and implement procurement activities for construction works, goods, and consulting services under an IFI‑funded project.
• Prepare procurement documents—including bidding documents, RFPs, bid evaluation reports, and contract packages—following ADB or other IFI procurement rules.
• Manage international competitive bidding (ICB) processes, including bid opening, evaluation, clarifications, and recommendation for contract award.
• Ensure strict adherence to IFI procurement guidelines, documentation standards, and audit requirements.
• Coordinate with technical experts, engineers, project management teams, and client representatives for timely procurement delivery.
• Maintain systematic procurement records for monitoring, evaluation, and reporting.
• Provide advisory support and technical inputs to strengthen procurement compliance and contract administration processes.

• Bachelor’s degree in Engineering (required); post‑graduate degree preferred.
• Minimum 13 years of overall professional experience.
• At least 11 years of experience managing international bidding and preparing construction‑related contracts and procurements.
• Required: Proven involvement in ADB‑financed or other IFI‑funded projects.
• Strong knowledge of international procurement frameworks, including ADB Procurement Regulations.
• Excellent communication, technical writing, and analytical skills.
• Prior consultancy or freelance experience is an advantage.

Pay Type

Hourly/Monthly (depending on agreement)
