Pollution Control Officer (PCO I) – Entry Level

Position Title: Pollution Control Officer I (PCO I)
Employment Type: Full-Time

Reports To: PCO III

Position Overview

We are seeking a highly organized and detail-oriented Pollution Control Officer I (PCO I) to support our environmental consulting operations by assisting clients in securing environmental permits, registrations, and regulatory approvals from government agencies.

The successful candidate will help ensure that client facilities remain compliant with environmental laws, regulations, permit conditions, and reporting requirements.

This is an entry-level position suitable for graduates who are interested in environmental compliance, regulatory affairs, and sustainability consulting.

Key Responsibilities

Regulatory Compliance Management
  • Assist clients in complying with environmental laws, regulations, and permit requirements.
  • Monitor environmental compliance obligations and deadlines for assigned clients.
  • Maintain compliance calendars and tracking systems for permits, registrations, and report submissions.
  • Review client operations and documentation to identify compliance requirements.
Permit and Registration Processing
  • Prepare, compile, and submit applications for environmental permits, registrations, and clearances with government agencies, including:
  • Department of Environment and Natural Resources (DENR)
  • Environmental Management Bureau (EMB)
  • Local Government Units (LGUs)
  • Other relevant regulatory agencies as required
  • Coordinate with government offices regarding permit applications, renewals, and amendments.
  • Track application status and follow up on pending approvals.
Environmental Reporting
  • Prepare and submit required environmental reports on behalf of clients.
  • Gather, verify, and organize environmental monitoring data and supporting documents.
  • Maintain accurate records of permits, reports, and compliance documentation.
Client Support
  • Serve as a point of contact for assigned clients regarding environmental compliance concerns.
  • Conduct client meetings and site visits as needed.
  • Provide updates on permit status, regulatory changes, and compliance requirements.
  • Assist in developing practical compliance solutions for clients.
Site Inspections and Audits
  • Participate in facility inspections and environmental compliance assessments.
  • Assist in identifying potential environmental compliance gaps and corrective actions.
  • Prepare inspection reports and recommendations.
Administrative Functions
  • Maintain organized electronic and physical filing systems.
  • Assist in preparing compliance presentations, technical reports, and correspondence.
  • Support senior consultants and PCOs in various environmental projects.

Qualifications

Education
  • Bachelor's Degree in:

  • Education
  • Environmental Engineering
  • Chemical Engineering
  • Civil Engineering
  • Biology
  • Chemistry
  • Forestry
  • Or related environmental or science-based disciplines
Experience
  • Fresh graduates are encouraged to apply.
  • Previous internship or experience in environmental compliance, permitting, or regulatory affairs is an advantage but not required.
Knowledge and Skills
  • Basic understanding of Philippine environmental laws and regulations.
  • Familiarity with DENR-EMB permitting processes is an advantage.
  • Strong organizational and documentation skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple client accounts and deadlines.
  • Proficiency in Microsoft Office applications, particularly Excel and Word.
  • Strong attention to detail and accuracy.
