FACILITIES MANAGER

Job Purpose

The Facilities Manager is the strategic and operational leader responsible for the continuous upkeep, engineering, and physical infrastructure of all Velez Group properties. This role ensures that medical, academic, and commercial facilities operate reliably, safely, and efficiently.

The Manager leads proactive maintenance programs, oversees major renovations, optimizes utility consumption, and guarantees compliance with all environmental and building safety regulations.

Responsibilities
  1. Preventive & Corrective Maintenance
  • Ensure the uninterrupted operation of all critical building systems (HVAC, electrical, plumbing, elevators, and medical gases) to prevent operational downtime.
  • Design, implement, and monitor a comprehensive Preventive Maintenance (PM) schedule for all campuses.
  • Manage a centralized ticketing system for corrective maintenance requests from hospital wards, classrooms, and tenants.
  1. Utilities & Energy Management
  • Optimize the organization’s consumption of power and water while ensuring 100% redundancy for critical medical and IT operations.
  • Monitor monthly utility consumption (VECO, MCWD) across all entities to identify anomalies, leakages, or inefficiencies.
  • Ensure the absolute reliability and regular testing of all backup generators and uninterruptible power supplies (UPS).
  1. Project Management & Facility Upgrades
  • Execute facility renovations, space reconfigurations, and new construction projects with minimal disruption to ongoing operations.
  • Collaborate with management to plan spatial utilization, ward expansions, or classroom upgrades.
  • Draft scopes of work (SOW) and oversee third-party engineering contractors to ensure adherence to quality standards and timelines.
  1. Health, Safety, and Environmental (HSE) Compliance
  • Protect the organization from regulatory penalties by maintaining strict compliance with building codes, sanitation, and environmental laws.
  • Coordinate with the Data Protection & Compliance Manager and Security Manager to conduct integrated facility safety audits.
  • Manage hazardous and non-hazardous waste disposal protocols, specifically medical waste for CVGH and CIM.
  1. Team Leadership & Contractor Management
  • Build a highly skilled, responsive, and professional internal maintenance team while rigorously managing outsourced vendors.
  • Assign daily workflows and conduct regular technical training for in-house technicians.
  • Review the performance, billing, and SLA adherence of external service providers (e.g., elevator maintenance, specialized biomedical equipment).

  • Internal Linkages:
  • Academic Deans (VCI/CIM), and Building Manager (VMAB) for operational requests.
  • Purchasing Manager for sourcing engineering supplies and contractor bidding.
  • IT Manager for server room cooling and power infrastructure.
  • Security Manager for access control and emergency response
  • External Linkages:
  • Utility Providers (VECO, MCWD, Telecoms).
  • Government Regulators (OBO, BFP, DENR).
  • General Contractors and Specialized Engineering Vendors.

Qualifications & Personnel Specifications Category

Requirements

Education
  • Bachelor’s Degree in Mechanical, Electrical, or Civil Engineering. A valid Professional Regulation Commission (PRC) license is highly preferred.
Experience
  • Minimum of 7–10 years of experience in facility management or building administration, with at least 3–5 years in a managerial or supervisory capacity.
Industry Background
  • Hands-on experience managing facilities in Healthcare/Hospitals (understanding of DOH standards, medical gases, infection control) or Large Academic Campuses is a major advantage.
Core Skills
  • Strong project management (interpreting CAD/blueprints), vendor negotiation, budgeting, and proficiency in using maintenance management software/tools.
Leadership
  • High stress-tolerance, excellent problem-solving skills, and the ability to mobilize teams during severe weather events or emergencies.
