Health, Safety, and Security (HSS) Officer

Our organization (from the heavy industrial and manufacturing sector) is seeking a dedicated and proactive Health, Safety, and Security (HSS) Officer. This role is critical in maintaining a culture of safety excellence and ensuring the protection of our people, property, and the environment within a large-scale operational facility.
As the HSS Officer for the site, you will support the HSS Manager in implementing and maintaining comprehensive management systems. Your primary goal is to foster a "zero-harm" culture and ensure the seamless execution of safety functions to prevent loss and manage operational risks.
Key Responsibilities- Regulatory Liaison: Establish and maintain professional relationships with government bodies (including DOLE-BWC, DOH, BFP, PPA, PNP, and AFP) to ensure full compliance with all national safety and security regulations.
- Emergency Preparedness: Oversee the readiness of the Emergency Response Team (ERT). Ensure all emergency equipment is expertly maintained and that response protocols are effective for any potential site incident.
- Safety Systems & Initiatives: Deliver and drive safety programs across the site, ensuring both internal employees and external contractors adhere to our rigorous safety standards.
- Strategic Implementation: Execute organizational protection goals in alignment with the broader Health, Safety, and Security strategic plan.
- Loss Control: Manage processes related to hazard recognition, auditing, and inspections to mitigate risks to life, property, and the environment.
Education & Experience:
- Education: College graduate, preferably with a degree in a Science or Engineering field.
- Experience: Minimum of three (3) years in a safety management role within a large-scale industrial organization; OR
- Minimum of five (5) years in a high-stakes operational role within a "safety-conscious" environment.
Certifications & Licenses:
- SO3 Certification: Preferably a Certified Safety Practitioner under DOLE Safety legislations.
- Security: Preferably a Certified Security Professional.
- Licensure: Must possess a valid Driver’s License.
Technical Competencies:
- Expertise in Risk Management and System Development (Risk Assessments).
- Proficiency in Incident Investigation, Behavioral Safety, and Change Management.
- Strong ability to develop and conduct safety training sessions.
- Excellent report and procedure writing skills (from concept to auditing).
- Tech Savvy: High proficiency in MS Office (Word, Excel, PowerPoint).
