General Description:
The Operations Manager is responsible for overseeing the Operation Smile Philippines Cebu Center of Excellence (COE) daily operations, supplier alignment, government relations, strategy development, program planning, facility management, and day-to-day management of the Program Operations team.

This includes extensive collaboration with stakeholders and building efficient methods of program and project monitoring and evaluation.
The Operations Manager works regularly and directly with the Cebu COE Director, Operation Smile Philippines (OSP) Executive Director and Operation Smile International (OSI) Director of Global Project Development and Regional Director to drive the strategic, operational and programmatic growth of the Cebu COE.Further, the Operation Manager works closely with OSP leadership, partners, and OSI support teams to ensure high quality care and efficiency on all programmatic activities. The Operations Manager reports directly to the Cebu COE Center Director.
Essential Functions:
Program Management and Implementation- Managing a group of related projects and activities to achieve outcomes and strategic objectives.
- Assume direct responsibility and management for daily programmatic activities at the Center. This includes day-to-day Center functionality to ensure all resources (supplies, people, staff) are in place to manage patient intake and care programs, tracking, and reporting.
- Lead facilitation between stakeholders, advancement of reaching deliverables, operational growth, and all related activities for program oversight, budget management, and reporting.
- Support and guide program implementation team at the Cebu COE, to ensure all programmatic activities and projects are planned, executed, and reported on in an excellent, coordinated fashion.
- Actively identify and rectify gaps in programmatic implementation and operations that may impact the success of the overall Center. Exercise good judgement in escalating issues.
- Ensure all medical activities are conducted in accordance with Operation Smile’s Global Medical Standards. Work directly alongside Cebu COE and OSP medical leadership daily.
- Work with Operation Smile HQ, primarily the Director of Global Project Development and Regional Director, to coordinate resources and support needs for programs, to include staff support, education and program resources, Center staff training, medical and technical advising, equipment and material management, and other operational areas.
- Adhere to and champion Operation Smile’s project and program management processes, to include proper use of existing systems and tools and advancing processes in place.
- Ensure all medical and non-medical supplies are in stock and tracked for our programmatic activities, including inventories, proper procurement, and assessment of suppliers.
- Act as key player and contributor to the strategic planning process and program development.
- Lead multiple workstreams in the growth stage of the Cebu COE, including strategic planning, implementation, budgeting, and ongoing management.
- Alongside the Executive Director and Regional Director, work with global, regional and OSP representatives to create and/or update strategic work plans on an annual and multi-year basis for the Cebu COE, leading ongoing evaluation.
- Provide periodic updates to identify, understand, and address opportunities and challenges in program design and execution. Regularly offer strategies and solutions.
- Develop and expand our programmatic offerings at the Cebu COE to align with Foundation and global expansion.
- Administration of business practices to create the highest level of efficiency possible within an organization.
- Lead oversight of the COE facility – leading any updates to facility, installations, repair needs, and ongoing management for center maintenance with the correct stakeholders.
- Assist in leveraging functional and technical expertise from Operation Smile HQ and elsewhere to strengthen operations within the Cebu COE.
- Support the adoption of global operating standards, while ensuring proper alignment within the OSP operation practices, Medical Council, and OSI medical and quality leadership.
- Assist, and at times, lead, the hiring, onboarding and training new Center staff in relation to programs and the advancement of the Center.
- Manage program and activity budgets with support of OSP Foundation and Cebu staff.
- Support, and at times lead, crisis management and communication efforts.
- Ability of an individual or organization to "lead" or guide other individuals, teams, or entire organizations.
- Serve as secondary leadership to the Center Director, with the ability to stand in and ensure execution of any deliverables, Center functionality, representation, and programs.
- Provide leadership with a focus on program management and implementation.
- Serve as a leader through exemplary display and propagation of the organization’s values.
- Work in concert with Center Directors and Managers in providing guidance, mentorship, motivation and oversight where necessary, with a special focus on programs and operations.
- Resolve issues or concerns as necessary and in a timely and professional manner.
- Actively engage in team goal setting, weekly meetings, and professional growth alongside the OS Philippines team and Cebu COE.
- Process used to engage relevant stakeholders for a purpose, to ultimately achieve desired outcomes.
- Liaise with and cultivate a positive, ongoing relationship with hospital partners, Ministries of Health, government bodies, NGOs, vendors, media, and other key partners.
- Serve as a global ambassador and representative of the organization for local, regional and international stakeholders.
- Build and maintain relationships with OSP staff, medical advisory council, and OSI leadership.
- Establish a cadence of communication with the Center Director, Director of Global Project Development, Executive Director, and Regional Director to optimize effectiveness.
- Attend and actively engage in various regional and international meetings as required.
Experience Required (education/work):
- University (BA/BS) in business, management, communication, non-profit studies, or related field.
- 7+ years of professional experience and 5+ years of program management experience.
- Experience working with high level stakeholders and partners is desirable.
- Work experience in an international NGO context is desirable.
Knowledge, Skills and Ability for Success:
- Project Management skills.
- Microsoft Office suite proficiency.
- Must be self-driven with the capability to lead, problem solve, and execuite tasks independent of supervision.
- Highly capable verbal and written communicator in business and multi-cultural context.
- English language proficiency is mandatory.
- Local residency in Cebu required.
