Job Summary
The Project Director will serve as the executive-in-charge of a portfolio of large-scale, high-value, public-bid horizontal infrastructure projects (e.g., major highways, bypass roads, flyovers, and airport runways). Moving beyond day-to-day site management, the Director provides strategic leadership, commercial oversight, and corporate governance from post-award to final turn-over.
The ideal candidate acts as the ultimate shield for the company’s financial and legal standing—ensuring absolute compliance with RA 9184 and DPWH standards, managing multi-million peso budgets, driving joint-venture (JV) alignments, and maintaining unassailable relationships with key government agencies and oversight bodies to protect the organization from liquidated damages and blacklisting.
Key Responsibilities- Exercise executive oversight to ensure all project phases strictly comply with the Revised IRR of RA 9184 (Government Procurement Reform Act). Establish early-warning frameworks to monitor the portfolio's critical path, proactively mitigating risks before negative slippage reaches critical 10% or 15% thresholds.
- Champion the macro-level engineering strategy for all major earthworks, subgrade preparation, structural works, and paving, ensuring institutional alignment with the DPWH Standard Specifications for Highways, Bridges, and Airports.
- Lead, align, and manage relations with Joint Venture (JV) partners, consortiums, and sub-contractors, establishing clear accountability, risk-sharing matrices, and operational synergy.
- Direct the strategic formulation, legal-technical justification, and defense of high-value Variation Orders (Change Orders / Extra Work) and Time Extensions (due to ROW, weather, or scope changes), ensuring cumulative adjustments remain legally viable and within the mandated 10% ceiling.
- Approve and take ultimate accountability for the monthly Statement of Work Accomplished (SWA). Ensure that institutional processes yield airtight documentation—including As-Built drawings, QA logs, and materials certifications—capable of passing rigorous Commission on Audit (COA) pre- and post-audits.
- Maintain ultimate accountability for the project portfolio’s Profit and Loss (P&L). Direct high-level asset allocation, including heavy equipment fleets, manpower deployment, and major material procurement.
- Serve as the primary executive representative to high-ranking officials within client Government Agencies (DPWH Central/Regional offices, DOTr, etc.), Project Management Offices (PMOs), and international funding institutions (if applicable).
- Strategically navigate complex socio-political landscapes, leading negotiations with Local Government Units (LGUs), utility conglomerates, and private landowners to resolve critical Right-of-Way (ROW) and utility relocation bottlenecks.
Requirements
Bachelor’s Degree in Civil Engineering with PRC Civil Engineer License.- Preferrably with Master’s Degree in Civil Engineering, Construction Management, or an MBA.
- Preferred Certification: DPWH-Accredited Materials Engineer II (ME II) or Project Engineer II/III (PE II/PE III).
- 12–15+ years of progressive experience in civil construction, with at least 5–8 years in an executive or directorial capacity (e.g., Project Director, Senior Project Manager, or Construction Director) handling major public-bid horizontal infrastructure.
- A demonstrable track record of successfully delivering major national horizontal projects valued at hundreds of millions (or billions) of Philippine Pesos.
- Good knowledge of RA 9184, DPWH procurement/implementation guidelines, and standard COA auditing rules.
- Familiarity with enterprise-level project management systems (e.g., Primavera P6, MS Project) for macro-level PERT/CPM analysis, earned value management (EVM), and schedule diagnostics.
- Exceptional negotiation, conflict resolution, and high-stakes presentation skills suited for boardrooms and department secretaries.
