Job description:

Qualifications & experience:

• Graduate of 5-year course in Engineering or equivalent Technical School.
• Minimum of six (6) years work supervision in construction or maintenance in oil/gas refinery, gas plant, petrochemical, turn around and shutdown.
• Knowledge on auditing techniques, training and Presentation. Knowledge on ISO 9001, 14001, QHSAS, 18001, Occupational Safety & Health Standards, Environmental Laws, Rules and Regulations.
• Preferably residing in Bugallon, Pangasinan.
• Immediately available.

Tasks & responsibilities:

• Acts as EMS Auditor.
• Assists the lead facilitator in conducting awareness, training and presentation.
• Prepares HSE procedures and programs that conform to company’s and customer standards.
• Conducts HSE and EMS audit as per schedule.
• Conducts periodic HSE inspection at project site.
• Coordinates HSE matters including reportorial activities with external interested parties, like DOLE, DENR, etc.
• Monitors the HSE of all work activities to comply with the specified project requirements and International Standards.
• Provides technical assistance in ensuring subcontractor’s HSE Performance level meets the established requirements.
• Conducts walk-through inspection with customers for all work activities to ensure health, safety and environment performance.
• Prepares HSE records such as Lost Time Incident (LTI) Reports, HSE Audits, Incident Reports, HSE permits, HSE reports, HSE compliance, etc.
• Report functionally to HSE Manager.
• Holds a HSE meeting with Subcontractor’s staff. Prepares HSE reports.
• Attend to the requirements of the establishment or agency prior to the construction or installation of pollution control facilities including the application and securing of the necessary permits and renew thereof.
• Monitors activities pertaining to the installation or construction of pollution control facilities with the end view of ensuring their compliance with the air, noise, and water quality standards; responsible in ensuring that no violation of PD 984 and its implementing rules and regulation are committed by the Company.
• Supervise the proper operation and maintenance of pollution control facilities of the Company.

• Supervise application requirements on the disposal and dumping of construction related wastes.
• Report within the reasonable time to the Department of Environment and Natural Resources (DENR), Environmental Management Bureau (EMB) and Laguna Lake Development Authority (LLDA), the breakdown of any pollution control facility, and the estimated and control date of completion/repair and operation.
• Promptly submit validated certified as correct by the Company President periodic reports (in specified format) to the regional officer of the DENR, EMB, and LLDA every quarter or as often as maybe required based on the operation and maintenance of pollution source and control facilities concerned.
• As a liaison officer with the DENR, EMB, and LLDA, keep abreast with the requirements of the DENR, EMB, and LLDA and the latest available technology on the prevention, control, and abatement of pollution.
• Maintain liaison with the city/provincial/municipal or local pollution officer.
• Attend the meetings for the Pollution Control Officers which may from time to time be called by the DENR, EMB, and LLDA.
• Facilitate compliance of the Company with the requirements that may from time to time be prescribed by the DENR, EMB, and LLDA.
• Recommend to the Company Management the installation and operation of additional equipment for pollution control facilities.
• Handle other matters of environmental concern as required by the Company.
