PROCUREMENT GOVERNANCE OFFICER FOR CONTRACT MANAGEMENT (MAXIGROUP PROCUREMENT)

Position Accountability Statement:

The Procurement Governance Officer for Contract Management is a junior-level leadership role that will review contract compliance, develop and implement risk management policies.

Broad Responsibility Highlights:

The Procurement Governance Officer will play a critical role in ensuring the effective governance of the procurement function within the organization. This role will oversee the management of procurement risks, ensure compliance with internal policies and external regulations, and support the development and monitoring of procurement contracts to drive value, mitigate risks, and ensure accountability across the organization.

The successful candidate will provide expert oversight on procurement processes, working closely with various stakeholders to ensure the procurement activities align with corporate objectives, regulatory requirements, and best practices.

Key Responsibilities:

  1. Risk Management:
  • Identify, assess, and mitigate procurement-related risks to ensure procurement activities are carried out in a controlled and efficient manner.
  • Develop and maintain a risk management framework for procurement activities, including processes for identifying, assessing, and mitigating risks at every stage of the procurement lifecycle.
  • Regularly conduct risk assessments for high-value, high-risk procurements and support the development of mitigation strategies.
  • Monitor and report on procurement-related risks, ensuring timely escalation of significant issues to senior management.
  • Provide training and guidance on risk management principles to procurement staff and other relevant teams.
  1. Compliance:
  • Ensure all procurement activities adhere to internal policies, relevant laws, regulations, and industry standards, including ethical sourcing, anti-bribery, and sustainability requirements.
  • Develop and maintain a robust compliance framework to ensure ongoing alignment with organizational policies and legal requirements.
  • Oversee the preparation and submission of compliance reports to regulatory bodies and senior leadership.
  • Audit procurement activities regularly to identify compliance gaps and recommend corrective actions.
  • Collaborate with internal audit and legal teams to ensure that procurement processes are reviewed and compliant with contract law, anti-corruption laws, and other applicable regulations.
  1. Contract Management:
  • Lead the contract management lifecycle, including the drafting, review, negotiation, execution, and monitoring of procurement contracts.
  • Develop and implement strategies for contract risk mitigation, ensuring the terms and conditions of procurement contracts align with organizational objectives and reduce potential liabilities.
  • Monitor contract performance and compliance, working with internal teams and vendors to ensure delivery against agreed terms.
  • Oversee contract renewals and extensions, ensuring they are completed in a timely manner and in line with organizational requirements.
  • Advise stakeholders on contractual obligations, disputes, and resolution processes, and ensure proper documentation of contractual amendments.
  1. Governance and Reporting:
  • Develop and implement best practice governance frameworks for procurement, ensuring transparency, accountability, and performance.
  • Prepare and present regular reports on procurement governance, risk management, compliance, and contract performance to senior management and key stakeholders.
  • Support the development of procurement policies and procedures, ensuring they are up-to-date and compliant with regulatory changes.
  • Continuously monitor procurement processes to ensure they remain compliant with organizational goals, industry standards, and external regulations.
  1. Other Tasks:
  • Performs other related functions that may be assigned by the immediate supervisor, Procurement Governance Manager, Procurement Head and/or Chief Operating Officer (COO).

Professional Qualifications:

  • Bachelor’s degree in Business Administration, Supply Chain Management or a related field; Master’s degree is an advantage.
  • Minimum of 3 years experience in in procurement, risk management, compliance, and contract management, preferably within a corporate, government, or large-scale organization.
  • Strong understanding of procurement processes, contract law, and compliance regulations.
  • Familiarity with procurement risk management frameworks and experience in developing and implementing them.
  • Exceptional communication, negotiation, and interpersonal skills, with the ability to engage effectively with senior leadership and external vendors.
  • Detail-oriented with strong analytical and problem-solving skills.
  • Ability to prioritize and manage multiple tasks in a fast-paced environment while meeting deadlines.
  • Knowledge of procurement systems (e.g., SAP Ariba, Oracle Procurement).
  • Experience with sustainable procurement and ethical sourcing practices.
  • Strong understanding of data privacy, cybersecurity, and supply chain security in relation to procurement activities.
