About the Role
The Senior Risk and Compliance Officer provides strategic leadership and assurance to strengthen CARE Philippines’ integrity and accountability. Reporting directly to the Country Director, you will serve as the primary advisor on enterprise risk management, fraud investigations, and audit assurance.This role is critical in protecting organizational credibility and ensuring that program delivery—including rapid-onset humanitarian emergencies—remains compliant with CARE policies, donor regulations, and legal obligations.
Risk & Compliance Management- Lead country office risk and compliance management related to programmatic, operational, financial, fiduciary, partnership, and governance risks (excluding operational safety and security).
- Conduct compliance reviews and targeted audits in priority and high-risk areas.
- Review and quality-assure Management Responses to internal and external audit findings.
- Track and support closure of audit recommendations.
- Prepare and present risk and compliance reports to the Country Director and SMT.
- Support internal and external audit engagements at country level and ensure implementation of audit recommendations as per set deadlines.
- Conduct quarterly procurement spot check and share report with RBSD
- Lead fraud prevention, reporting, and response in line with CARE policies.
- Serve as country focal point for fraud and misconduct cases.
- Ensure timely reporting to donors, CMPs, Regional Management Unit, and CARE systems.
- Support or conduct investigations in line with CARE SOPs.
- Monitor implementation of investigation recommendations and corrective actions.
- Facilitate lessons learned to strengthen systems and prevent recurrence.
- Lead in organizing fraud Prevention trainings for staff, partners and suppliers to raise awareness about organization fraud policy
- Provide risk-informed and compliance-focused advice to the Country Director and Senior Management Team.
- Support program design, implementation, and close-out with practical compliance and risk guidance.
- Advise on partner risk management, due diligence, and capacity strengthening.
- Lead training, coaching, and mentoring on risk, compliance, safeguarding, and ethical conduct for staff and partners.
- Support development of annual risk assessments and internal audit plans.
- Promote a culture of accountability, transparency, learning, and shared responsibility.
- Provide light-touch, structured advisory support to one or two CARE Country Offices in the Asia region, planned and reviewed on a quarterly basis.
- Conduct periodic (quarterly) desk-based reviews of risk registers and audit preparedness.
- Offer targeted guidance on the interpretation and application of donor compliance requirements and CARE policies, as requested.
- Participate in regional risk and audit learning exchanges and provide limited, time-bound surge support during audits or elevated risk periods, as agreed.
- This support is advisory in nature and does not entail ongoing oversight, decision-making authority, or line management responsibility for other Country Offices.
- Support implementation of CARE’s Safeguarding, PSEA, and Child Safeguarding policies.
- Be deployable as part of CARE Philippines’ Emergency Response Team (ERT), providing rapid advisory support on risk, compliance, and internal controls during emergency start-up and scale-up.
- Experience: 5–7 years of progressive experience in audit, compliance, risk management, or internal control functions, preferably within the NGO or development sector.
- Education & Certification: Bachelor’s degree in Accounting, Finance, or Risk Management. Professional certification (CPA, CIA, CISA, ACCA, or equivalent) is required.
- Technical Expertise: Strong working knowledge of risk analysis, procurement controls, and the interpretation of complex donor rules and regulations.
- Investigation Skills: Proven experience in conducting or overseeing investigations into fraud, financial misconduct, or breaches of ethical conduct.
- Communication: Excellent written and oral English skills, with the ability to produce high-level reports and advisory briefs for senior leadership.
- Analytical Ability: Demonstrated skill in analyzing audit findings and developing feasible, time-bound corrective action plans.
- Adaptability: Ability to provide rapid advisory support during emergency start-ups and work effectively across diverse functional teams and regional counterparts.
