Position Summary

The Engineering Manager is responsible for leading and overseeing all engineering, technical, and project-related activities of the company, including wastewater treatment plants (WWTP), sewage treatment plants (STP), septic tank treatment facilities, construction projects, system installations, upgrades, and rehabilitation works.

The role ensures that engineering designs, project execution, operational systems, and construction activities comply with technical standards, regulatory requirements, safety protocols, and budgetary objectives while maximizing operational efficiency and client satisfaction.

Duties and Responsibilities
 I.  Engineering and Leadership Management
  • Lead and supervise the engineering department in the planning, design, implementation, and completion of projects.
  • Develop engineering strategies, standards, and procedures to support company operations and business objectives.
  • Provide technical leadership and guidance to engineers, project managers, supervisors, and technical personnel.
  • Review and approve engineering plans, drawings, calculations, specifications, and technical documents.
  • Ensure proper coordination among engineering, operations, procurement, and construction teams.
II. Project Planning and Execution
  • Oversee engineering and construction projects from planning through completion.
  • Ensure projects are completed on schedule, within budget, and according to approved specifications.
  • Monitor project progress and resolve technical issues that may affect project delivery.
  • Evaluate project risks and implement corrective actions when necessary.
  • Coordinate project requirements with clients, consultants, contractors, suppliers, and regulatory agencies.
III. Wastewater and STP System Management
  • Oversee the design, installation, commissioning, operation, and optimization of wastewater treatment plants, sewage treatment plants, and related systems.
  • Ensure treatment facilities comply with environmental regulations, discharge standards, and permit requirements.
  • Evaluate treatment performance and recommend process improvements to enhance efficiency and compliance.
  • Support troubleshooting and technical problem-solving for operational treatment facilities.
  • Review treatment process designs, equipment specifications, and system upgrades.
IV. Construction and Technical Oversight
  • Manage civil, mechanical, electrical, and environmental engineering aspects of construction projects.
  • Ensure all construction activities comply with approved plans, specifications, quality standards, and safety requirements.
  • Conduct technical reviews, inspections, and project evaluations.
  • Ensure proper implementation of quality assurance and quality control procedures.
  • Oversee contractor and subcontractor performance.
 V.  Cost Control and Resource Management
  • Review project budgets, cost estimates, and engineering proposals.
  • Monitor engineering and project expenditures to ensure cost efficiency.
  • Review and approve material specifications, equipment requirements, and procurement requests.
  • Ensure efficient utilization of manpower, equipment, and engineering resources.
  • Identify opportunities for cost reduction and operational improvement.
VI. Compliance, Safety, and Quality Management
  • Ensure compliance with DENR regulations, environmental permits, building codes, safety standards, and applicable laws.
  • Develop and enforce engineering standards, safety procedures, and operational guidelines.
  • Lead technical audits, inspections, and regulatory compliance activities.
  • Ensure projects and facilities meet quality, environmental, and safety objectives.
VII. Documentation and Reporting
  • Review and approve engineering reports, technical studies, project documentation, and regulatory submissions.
  • Maintain complete engineering records, drawings, permits, and project documentation.
  • Prepare management reports on project status, engineering performance, risks, and resource requirements.
  • Establish and maintain engineering processes, procedures, and control systems.
VIII. Team Leadership and Development
  • Supervise engineers, project managers, supervisors, and technical personnel.
  • Conduct performance evaluations, coaching, and development programs.
  • Identify training requirements and promote professional development within the engineering team.
  • Foster a culture of accountability, innovation, safety, and continuous improvement.

Scope of Management Responsibilities

The Engineering Manager is responsible for the overall management of the Engineering Department, including engineering design, project execution, wastewater treatment systems, STP facilities, construction activities, technical compliance, budgeting, procurement coordination, quality assurance, and resource management.

The position exercises direct supervision over engineers, project managers, site supervisors, technical personnel, contractors, and consultants, while ensuring alignment with company objectives, regulatory requirements, operational goals, and client expectations.

Work Environment
  • Combination of office-based engineering management and field/site supervision.
  • Regular travel to project sites, treatment facilities, and client locations.
  • May require extended working hours during project implementation, commissioning, and operational emergencies.

Qualifications

Education
  • Bachelor’s Degree in Civil Engineering, Mechanical Engineering, Environmental Engineering, Chemical Engineering, or related field.
  • Professional License (PRC) is required.
  • Master's Degree is an advantage.
Experience
  • Minimum of 7–10 years of engineering experience.
  • At least 3–5 years in a managerial or leadership role.
  • Experience in wastewater treatment, sewage treatment plants (STP), environmental engineering, and construction projects is highly preferred.
Skills
  • Strong project management and engineering leadership skills.
  • Knowledge of wastewater treatment processes and environmental regulations.
  • Strong understanding of construction management, cost estimation, and project controls.
  • Proficient in engineering software, AutoCAD, MS Project, and Microsoft Office applications.
  • Excellent analytical, problem-solving, communication, and decision-making skills.
