Job description:

Duties and Responsibilities:

  1. Material Testing & Quality Control
  • Conduct field and laboratory tests on construction materials such as:
  • Soil (compaction, classification, bearing capacity)
  • Aggregates (gradation, durability)
  • Concrete (slump test, compressive strength)
  • Asphalt (density, mix design)
  • Ensure materials comply with project specs and standards (e.g., ASTM, AASHTO, or local DPWH standards in the Philippines).
  1. Inspection & Site Monitoring
  • Regularly inspect construction activities (earthworks, road base, pavement works).
  • Verify that materials used on-site match approved samples and specifications.
  • Witness testing procedures and validate results.
  1. Material Approval & Submittals
  • Review and approve material submittals from contractors or suppliers.
  • Evaluate technical data, test results, and certifications before materials are used.
  • Recommend approval or rejection of materials.
  1. Laboratory & Field Coordination
  • Supervise or coordinate with the materials testing laboratory (in-house or third party).
  • Ensure proper sampling, handling, and testing procedures.
  • Maintain calibration of testing equipment.
  1. Documentation & Reporting
  • Prepare and maintain:
  • Test reports
  • Inspection reports
  • Daily/weekly quality reports
  • Track material usage and test results for compliance records.
  1. Compliance with Standards
  • Ensure all materials and tests align with:
  • Project specifications
  • Government regulations (e.g., DPWH Blue Book)
  • Industry standards (ASTM, AASHTO)
  1. Problem Solving & Recommendations
  • Investigate failures (e.g., failed compaction, low concrete strength).
  • Recommend corrective actions or alternative materials.
  • Work closely with design and construction teams to resolve issues.
  1. Safety Monitoring & Enforcement (Safety Officer Role)
  • Ensure compliance with site safety regulations (e.g., DOLE OSH standards)
  • Conduct regular site safety inspections during testing and construction
  • Enforce proper use of PPE (helmet, vest, gloves, safety shoes)
  • Identify hazards (excavations, equipment operation, traffic exposure)
  • Stop or report unsafe work practices when necessary
  1. Risk Assessment & Incident Handling
  • Perform basic risk assessments before testing activities
  • Report and document accidents, near-misses, and unsafe conditions
  • Recommend corrective and preventive safety measures
  1. Coordination with Project & Safety Team
  • Work with engineers, contractors, and safety officers to ensure both quality and safety compliance
  • Support toolbox meetings and safety briefings when required
  1. Problem Solving & Technical Recommendations
  • Address material failures and construction issues
  • Provide solutions while ensuring safe implementation of corrective actions

  • Understand traffic management and safe positioning during roadworks and testing.

Minimum Job Qualifications:

  1. Education
  • Bachelor's degree in Civil Engineering or Construction Management.
  • Master's degree is a plus.
  1. Professional Licenses/Certifications
  • Licensed Civil Engineer (CE)
  • Safety-related certifications (e.g., OSHA, NEBOSH, or local HSE certification).
  1. Experience
  • Minimum 2 years in horizontal development or civil infrastructure projects.
  • Proven experience Materials as QA/QC.
