Role Overview

As Chapter Administrator, you will lead and manage PRC’s local chapter, overseeing day-to-day operations, staff and volunteer coordination, budget and fund generation, and the effective delivery of PRC services. This role spans multiple Key Result Areas, including Leadership & Management, Fund Generation, Financial Management & Accounting, Service Delivery & Promotion (Blood, Disaster Management, Safety, Health, Social Services, Red Cross Youth), International Humanitarian Law (IHL) dissemination, Communication, and Administration.

Key Responsibilities

Leadership & Management
  • Supervise staff and volunteers; conduct performance reviews, mentoring, and training.
  • Oversee daily operations, ensuring alignment with PRC policies and local community needs.
  • Serve as the liaison between the Chapter and the National Headquarters (NHQ).
Fund Generation
  • Develop and implement annual strategies for membership drives, partnerships, and donor engagement.
  • Network with local agencies, businesses, schools, and government offices to expand funding sources.
  • Monitor and evaluate fund generation targets, adjusting plans to achieve objectives.
Financial Management & Accounting
  • Prepare the annual Chapter budget; maintain accurate financial records and manage day-to-day transactions.
  • Ensure compliance with PRC financial policies; collaborate with auditors for annual reviews.
  • Keep an updated inventory of Chapter assets and ensure proper documentation.
Service Delivery & Promotion
  • National Blood Service: Coordinate blood collection drives, donor recruitment, and community education on blood donation.
  • Disaster Management: Facilitate disaster preparedness training, relief operations, and rehabilitation activities.
  • Safety Services: Promote first aid, swimming, water safety, ambulance services, and other community safety programs.
  • Community Health & Nursing: Organize health education programs and deliver primary healthcare initiatives.
  • Social Services: Provide guidance, psychosocial support, and various welfare services (e.g., OFW assistance, livelihood).
  • Red Cross Youth: Engage children and youth in humanitarian activities, leadership training, and volunteering.
  • International Humanitarian Law (IHL): Raise awareness and conduct basic IHL training and dissemination within the community.
Communication
  • Conduct regular meetings with staff and volunteers; update them on NHQ initiatives.
  • Coordinate with internal and external stakeholders, including local Board of Directors, community associations, and government units.
  • Represent PRC at community events, ensuring positive public relations and brand image.
Administration
  • Oversee building maintenance, vehicle/equipment upkeep, and overall Chapter facilities management.
  • Ensure timely submission of operational and financial reports to NHQ.
  • Uphold a culture of safety, efficiency, and compliance within the Chapter.
Qualifications
  • Bachelor’s Degree (4-year course) in Public Administration, Community Development, Management, or a related field.
  • Minimum 5 years of leadership or program management experience; prior exposure as a PRC staff/volunteer is highly advantageous.
  • Proven track record in fund generation, event coordination, or non-profit budget management.
  • Excellent communication and interpersonal skills to engage community leaders, donors, and volunteers.
  • Proficiency in MS Office (Word, Excel, PowerPoint) for reporting and record-keeping.
  • Ability to multi-task and adapt in fast-paced, emergency-prone environments.
