Chief Operating Officer, Philippines
Role Purpose:
The Market Chief Operating Officer (COO) functionally reports to the COO, Asia International, and on an entity level to the Market CEO. The COO is a pivotal executive leadership role responsible for overseeing and driving the Bank’s transformation, operations, procurement strategies, corporate real estate management, business continuity planning, and environmental, social and governance (ESG) in its own operations and supply chain ambitions.The COO will lead a diverse team to ensure operational excellence, resilience, transformation, and strategic alignment, leveraging digital technologies to meet the evolving business needs. The COO must act in accordance with HSBC’s purpose and values, and all applicable laws and regulations.
The roleholder is a key representative of the Bank in operational and technical committees of industry bodies.
PRINCIPAL ACCOUNTABILITIES:
Overall Accountabilities- The Market Chief Operating Officer (COO) is a leadership role in the executive management in the market
- As a member of the Philippines Executive Committee, the role is responsible for the execution of the global strategy in the market and input on the operationalization of the strategic design alongside managing cost, risk and controls, business continuity, and crisis management of the Entity
- Accountable to the Philippines CEO and Head of Banking in ensuring effective execution of Business strategy to deliver business growth objectives, and meet the PBT target for the market
- Support the Philippines CEO in representing the Entity to engage external bodies (including regulators, governments, clients and other third parties) on service delivery, impact of current and future regulatory requirements, as well as being compliant with all local regulatory and legal requirements.
- Accountable for the service quality of all Service Pillars that support IWPB and CIB Business in the market, operating controls, ensuring agreed SLAs, priorities, KPIs are met, and risks are mitigated. The Service Pillars comprise Transformation & Performance, Entity Business Risk & Resilience, DAO, Real Estate, and Strategic Procurement Services. The CIB Business Risk and Client Servicing teams will be reporting to the COO an entity basis and functionally to the CIB COO team.
- As the Entity-wide risk owner for third party risk, is accountable to ensure the risk is managed effectively in the Entity across all businesses and functions and the usage of third parties is in line with the Bank’s overall strategic direction
- Accountable for the provision of fit-for-purpose work and customer spaces that support business needs and appropriately balance service, risk, sustainability, cost and the Future of Work
- Align to Global ESG oversight and delivery priorities, including management of supply chain in line with the Bank’s sustainability commitments
- Provide a single point of interface for Service Pillar delivery and quality
- Oversee day-to-day operational activities and implementation of the Service Pillars, working with relevant stakeholders to resolve any issues identified, mitigate risks.
- Develop and maintain a comprehensive business continuity and incident management plan that ensures the Bank’s resilience in the face of disruptions ensure operational resilience and integrity
- Accountable to the CAO Middle East & Asia and COO International Asia, CIB Banking COO Asia & ME and Philippines Business and Infrastructure teams to ensure alignment on strategies and priorities to define market specific execution and implementation plans. The plans should identify opportunities to drive consistency and efficiencies, achieve cost targets, and improve customer experience,
- Effective oversight and governance over market transformation activities
- Provide constructive challenge to existing practices/proposed initiatives and generate new and innovative solutions to address complex issues facing the market
- Identify any market requirements which may impact country compliance with local regulatory requirements. Escalate with relevant stakeholders to address any conflicts
- Navigate evolving internal and regulatory standards and manage operational risk and conduct responsibilities effectively, including progress and remediation activities.
- Strong leadership, stakeholder management, resilience and influencing skills up to senior executives, outstanding interpersonal and communication skills with a proven ability to communicate effectively and confidently at all levels;
- Demonstrable experience in CIB and IWPB business lines, having directly led and managed teams within the business lines
- Ability to navigate local and global Business and Infrastructure stakeholders
- Oversee the effective development and deployment of human resource, including effective succession planning, talent management, resourcing, and performance and reward management.
- Exceptional interpersonal and management skills with experience in establishing and managing a wide range of projects, across multiple work stream teams and stakeholders of different levels, cultures, and operating models

Service Pillars that support the Entity – Businesses (IWPB & CIB) and Infrastructure
Transformation & Performance- Oversight of FRP management of the Service Pillars through departmental planning, tracking/managing costs, headcount management and continually balancing operating capability with cost. Identifying opportunities to drive cost reduction in market, resulting in sustainable saves and achievement of cost targets
- Membership and accountability for a wide number of governance and/or steering committees including (amongst others): Risk Management, ExCo, Cost Management, COO/CIO Steering Committee, Change Oversight Third Party Governance, Customer and Complaints Forum, Regulatory Change and Reporting, project steering committees and tactical priorities
- Deliver service and operational performance tracking for the Entity
- Oversight of complex projects and key strategic programmes for the market, including cost reduction initiatives, and Business and Infrastructure Transformation programmes through the effective prioritisation, sequencing and execution of growth, efficiency and risk and the fulfilment of HSBCs environmental ambitions
- Manage and broker the interlock between Business and Infrastructure stakeholders to understand local execution strategies, regulatory priorities, and implementation plans in terms of demand, capacity and funding
- Apply internal and external market management information and benchmarks to identify opportunities to improve infrastructure performance, practices and customer service, driving a culture of collaboration across all businesses in the market focused on pursuing continuous improvement and business innovation
- Oversight of the delivery of time-to-market, efficient and world-class processing services to the market customers, corporations, financial institutions and internal units that meet agreed SLAs, priorities and KPIs with Business and Infrastructure
- Lead the effectiveness, business continuity and resilience of internal operational processes and for any outsourced activities (including internal outsourcing through the Service Companies i.e., ServCo) through managing, monitoring and mitigating resilience rand non-financial risks.
- Identify opportunities for process and cost efficiency, and digital solutions to improve service delivery and products, and ensure change plans align with global and market objectives, strategies and priorities
- Oversight of enabling the Entity to operate within its risk appetite, by ensuring efficient and effective risk and control management and evolving a culture of continuous and consistent risk management
- Continually reassess operational risks and controls associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology and critically responding quickly and effectively to remediate
- Accountable for ensuring business heads are aware of their specific controls gaps and issues with timely escalation taking place where required
- Responsible for ensuring holistic management of regulatory programmes for the entity.
- Oversight of architecting the business processes on which the market runs, ensuring effective tools and services that allow businesses to create value from data, and ensuring effective data management, governance, and privacy implementations that are compliant with internal and regulatory requirements. Will support with data infrastructure activities but not business analytics which will sit with respective Business and Infrastructure.

- Work alongside the Business and Infrastructure by creating best practice and assisting the market in forming powerful data analytics capabilities
- Oversight of deploying innovation and partnerships to create fit-for-purpose work and customer spaces that promote the outcomes that the Business and Functions are seeking to achieve and appropriately balances service, risk, sustainability, cost and the Future of Work
- Drive initiatives to enable priority initiatives: business partnering, technology-enabled space, deliver Operational Intelligence Platform, investing in high impact areas, creating a customer experience focus and investing in people
- Lead business continuity & incident management and responsible for protective security
- Work with key strategic industry partners to bring innovation and new working practices to our workplace
- Drive achievement of net zero targets in our footprint
- Oversight of managing core procurement services designed to help business partners “Buy, Pay and Manage” effectively: procurement operations, source to contract (S2C) and third-party management
- Align to Global ESG oversight and delivery priorities, including management of supply chain in line with the Bank’s sustainability, diversity and human rights requirements
- Drive initiatives to shape and scope strategic sourcing needs, and support High Value High Impact deals
Qualifications/Requirements
Requirements and Qualifications- Knowledge and understanding of the external environment within the market - regulatory, political, competitor and economic
- Demonstrated specific experience in CIB and IWPB, with direct management experience. Must maintain and deploy sufficient subject matter expertise to support the different LoB deliveries that are part of any committed execution plan in market
- Knowledge of GCOO functionally, operationally, and financially
- Direct experience of working in CIB and IWPB would be preferred.
- Thorough understanding of HSBC Group structures, values, behaviours, processes, and objectives
- Outstanding relationship management, interpersonal, communication skills; the ability to negotiate and influence across matrixed stakeholders to manage toward one solution
- Experience of operating in an environment of constantly changing priorities, challenging bureaucracy, and staying true to the values and strategy of the Group
- Ability to drive change forward with pace, whilst setting and managing realistic expectations, often requiring critical upfront challenge
- Demonstrated experience in management and control of multiple complex global programmes/business transformation which have ambitious goals and high change requirements
- Demonstrated knowledge of technology development and infrastructure and how this can be used to meet business needs
- Outstanding prioritisation and control skills, with ability to critically review and acknowledge when and how to re-prioritise, mitigate or escalate across market, Business and Infrastructure
- Extensive organisational and planning skills to cope with multiple large-scale responsibilities
- Well-developed knowledge of operational, non-financial risk and control framework management
- Strong financial and accounting acumen
