Assistant Vice President (AVP) - Planning & Cost Management

The AVP – Planning & Cost Management will oversee project planning, budgeting, cost forecasting, and performance monitoring across engineering and development projects. The role will be responsible for ensuring projects are delivered within approved timelines and budgets while supporting strategic decision-making through forecasting, analytics, and resource planning.
This role will work closely with Engineering, Project Management, Purchasing, QS, Finance, and Executive Leadership.
Key Responsibilities:
Strategic Planning & Project Controls- Lead project planning activities across all engineering and development projects
- Establish project timelines, milestones, and critical paths
- Develop and implement planning standards, controls, and monitoring systems
- Ensure alignment of project schedules with business objectives and development targets
- Lead project cost planning, forecasting, and budget preparation
- Monitor actual project expenditures against approved budgets
- Identify cost variances and provide corrective recommendations
- Conduct financial projections and scenario analysis for projects
- Support annual budget planning and manpower/resource forecasting
- Track project progress, productivity, and financial performance
- Prepare executive-level reports and dashboards
- Monitor project risks affecting cost, schedule, and delivery
- Present project updates and recommendations to management
- Coordinate with Engineering, Quantity Surveying, Procurement, Finance, and Construction teams
- Lead and mentor planning, QS, and project controls personnel
- Drive process improvements and operational efficiencies
- Identify cost and schedule risks and implement mitigation plans
- Review project feasibility and resource allocation strategies
- Support value engineering initiatives
Qualifications:
- Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or related field
- Master's degree or MBA is an advantage
- Licensed Civil Engineer preferred
- Minimum of 10–15 years of relevant experience in real estate development, construction, or project controls
- At least 5 years in a leadership or managerial capacity
- Strong experience in:
- Project planning and controls
- Cost forecasting and budget management
- Quantity surveying and cost analysis
- Housing, land development, or vertical projects
- Executive reporting and project analytics
- Proficient in:
- Microsoft Excel
- Primavera P6
- MS Project
- Power BI (preferred)
- ERP systems (e.g., Acumatica/SAP/Oracle)
