Proposal & Control Engineer

About the Role
We are looking for a Proposal & Contracts Engineer to lead end-to-end bid preparation, cost estimation, and tender submissions for projects in:
- Facilities Management
- Camp Construction
- Events Management
You will ensure all proposals are accurate, competitive, and aligned with client requirements and business objectives.
Key Responsibilities
Proposals & Bid Management- Prepare detailed proposals, tenders, and bid submissions
- Develop cost estimates for fixed price, cost-plus, and T&M contracts
- Analyze drawings, specifications, and contract requirements
- Ensure alignment with project budgets and profitability targets
- Prepare cost narratives, assumptions, and documentation
- Collaborate with Business Development, Operations, and technical teams
- Source and negotiate with subcontractors and suppliers
- Ensure scope accuracy and feasibility of all submissions
- Identify project risks and develop mitigation strategies
- Maintain cost databases, benchmarks, and pricing templates
- Support cost tracking and continuous improvement initiatives
- Bachelor’s Degree in Engineering (or higher)
- Minimum 5 years experience in proposals, estimation, and bid management
- Experience in Facilities Management, Camp Construction, or Events Management
- Strong knowledge of project costing, BOQs, and tender preparation
- Advanced Excel, MS Project, Primavera P6
- Cost estimation and quantity surveying
- Technical drawing and contract interpretation
- Subcontractor/vendor negotiation
- Strong analytical and numerical skills
- Excellent written and verbal communication
