Job Overview

The Payroll and Government Accounts Officer is responsible for ensuring accurate and timely payroll processing while managing compliance with government-mandated benefits and contributions. This role involves maintaining employee records, processing payroll transactions, handling government remittances, and ensuring adherence to labor laws and company policies.

Responsibilities

Payroll Processing:

Process and validate employee salaries, allowances, bonuses, and deductions in accordance with company policies.

Ensure payroll is accurately computed and released on time.

Handle payroll adjustments, retroactive pay, and off-cycle payments as necessary.

Maintain and update payroll records, including employee compensation, benefits, and tax details.

Address employee concerns regarding payroll discrepancies and provide resolutions.

Government Compliance & Reporting:

Manage statutory contributions and remittances for SSS, Pag-IBIG, PhilHealth, and BIR.

Ensure timely submission of government reports such as BIR Form 1601-C, 2316, SSS R3, and PhilHealth RF1.

Process employee loans and benefits applications (SSS loans, Pag-IBIG loans, maternity, sickness, and other claims).

Monitor government compliance and updates on labor and tax regulations to ensure company adherence.

Final Pay Processing & Releasing:

Ensure timely computation and processing of final pay for resigned, terminated, or retired employees.

Compute final pay, including prorated salary, unused leave conversion, separation pay, and tax deductions.

Secure necessary approvals for the release of final pay.

Provide separated employees with BIR Form 2316 and other required documents.

Reconciliation & Record-Keeping:

Reconcile contributions and loan deductions with the actual list of contributions in SSS, PhilHealth, and Pag-IBIG to ensure accuracy and compliance.

Ensure accurate recording of payroll reports.

Maintain confidential payroll and government compliance files.

Collaboration & Support:

Coordinate with HR for employee status changes, salary adjustments, and benefit enrollments.

Work closely with Finance to ensure payroll funding and reconciliations.

Assist employees with concerns related to payroll, government benefits, and deductions.

Qualifications/Requirements
  • Can report onsite and in the night shift in Cabanatuan City, Nueva Ecija.
  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Experience in payroll processing, government remittances, or HR administration is preferred.
  • Knowledge of labor laws, tax regulations, and government-mandated benefits.
  • Proficiency in payroll systems and MS Excel.
  • Strong attention to detail, confidentiality, and problem-solving skills.
