Responsibilities:

Regulatory Compliance
  • Coordinates efforts related to the application for and acquisition of permits, licenses, certifications, clearances, and other authorizations and regulatory requirements for existing and new energy projects, including submission of periodic compliance reports relating to such permits, licenses and certifications;
  • Establishes/maintains networks in and good working relations with regulatory agencies, , quasi-judicial authorities, host local government units, professional/business/industry organizations, and other groups;
  • Oversees compliance of the Company’s operating units with the terms, conditions, and obligations provided in the various renewable energy service and operating contracts, especially the preparation, consolidation, and submission of monthly, quarterly, semi-annual, annual, and other periodic reports;
  • Facilitates the discussion and/or resolution of regulatory compliance issues through internal technical working groups and in coordination with concerned regulatory agencies, local government units, professional/business organizations, academe, or other groups;
  • Provides strategic advice to the company management and personnel on regulatory requirements and, if necessary, propose new company policies or recommend changes to company procedures as a result of changes in regulations;
  • Keeps abreast of developments in relevant regulatory procedures and guidelines both domestic and foreign, and communicates these to the appropriate operating units;
  • Represents the company in public consultations, meetings, conferences, and technical working groups called by regulatory agencies; and
  • Contributes to the build-up and maintenance of a knowledge management database of existing and emerging local, national, and international regulations that have an impact on company operations.
Policy Advocacy
  • Undertakes periodic research and review of legislative proposals and executive issuances to determine impact on company operations;
  • Collaborates and coordinate with relevant operating units/groups in the preparation and consolidation of position papers and official company stand on legislative and policy proposals, for submission to legislative bodies and regulatory agencies;
  • Designs and develops strategies and action plans and work for the consideration/adoption by appropriate agencies/bodies of the company’s position on relevant policies affecting its operations and business interests;
  • Keeps track of legislative proposals filed at both Houses of Congress, and of issuances from regulatory agencies, and monitor the progress of these regulations;
  • Provides support to company representatives, policy-makers, and legislative staff during legislative committee hearings, technical working group meetings, and field visits; and
  • Works with other professional/trade/industry organizations to advocate for policies relevant to the Company’s business operations.
Government Relations
  • Undertakes profiling of national government agencies and other government instrumentalities and organizations that have stake in the Company’s operations;
  • Establishes institutional arrangements and maintain strategic partnerships with government agencies through regular networking activities at both staff and senior levels;
  • Determines and manages appropriate outreach systems, programs, strategies, techniques, and procedures vis-à-vis government agencies, such as identification of possible joint undertakings, transmittal of reports/updates, conduct of information campaigns and field visits, coordination of meetings, and provision of technical and administrative support;
  • Monitors and assesses the situation and any changes in government functionaries and advises company management and relevant personnel about these information; and
  • Establishes and maintains knowledge base of programs, guidelines, protocols, and requirements of government agencies.

Qualifications:

  • Bachelor of Laws or post-graduate degree in Business Administration, Public Administration, Economics, or in any Social Science, Natural Science, Engineering, or Liberal Arts course

Minimum Experience:

  • At least five (5) years of experience in performing regulatory compliance, policy advocacy, and/or government relations work
  • Hands-on experience in the policy-making process (i.e., policy research, formulation, development, analysis, and review) in either legislative or executive branch of government

NOTE: We are currently on hybrid worki set-up requiring onsite reporting for a minimum of twice a week.
