JOB OVERVIEW:

The Procurement Officer is responsible for managing the end-to-end procurement and purchasing process for both local and international requirements. This role ensures the timely, cost-effective, and compliant acquisition of goods and services—primarily supporting deployments involving Starlink solutions under SpaceX.

The role requires strong coordination with international suppliers, deep understanding of logistics and importation processes, and the ability to monitor procurement through to delivery and deployment readiness.

JOB RESPONSIBILITIES:

  1. End-to-End Procurement Management
  • Manage the full procurement lifecycle: sourcing, vendor accreditation, quotation analysis, purchase order issuance, and delivery tracking
  • Ensure alignment of procurement activities with project timelines and operational requirements
  • Maintain organized, accurate, and audit-ready procurement documentation
  1. Local Procurement (Philippine-Based Sourcing & Purchasing)
  • Handle sourcing and purchasing from local suppliers, contractors, and service providers
  • Conduct supplier canvassing, accreditation, and comparative analysis to ensure best value (cost, quality, and lead time)
  • Negotiate pricing, payment terms, and delivery schedules with local vendors
  • Ensure compliance with internal procurement policies and local regulatory requirements (e.g., official receipts, tax documentation, supplier legitimacy)
  • Coordinate closely with warehouse, operations, and finance teams for order fulfillment, inventory availability, and payment processing
  • Monitor local deliveries, resolve discrepancies (damages, shortages, delays), and ensure timely completion of procurement cycles
  • Establish and maintain a reliable pool of accredited local suppliers for recurring and operational needs
  1. International Purchasing
  • Execute procurement from international suppliers, with focus on Starlink-related equipment and services
  • Coordinate directly with global vendors, ensuring clarity on specifications, pricing, lead times, and contractual terms
  • Manage international purchasing requirements including currency considerations, payment arrangements, and supplier compliance
  1. Logistics and Importation Coordination
  • Oversee shipment processes including freight coordination, customs clearance, and delivery timelines
  • Liaise with logistics providers, freight forwarders, and customs brokers
  • Ensure compliance with Philippine import regulations and complete documentation requirements
  1. Procurement and Logistics Monitoring
  • Track all orders from purchase order issuance to final delivery, ensuring full visibility across the procurement cycle
  • Monitor shipment status, anticipate risks or delays, and implement corrective actions
  • Provide timely updates and reporting to internal stakeholders (Operations, Sales, Finance)
  1. Vendor and Stakeholder Management
  • Build and maintain strong relationships with both local and international suppliers
  • Lead negotiations for pricing, service levels, and long-term partnerships
  • Collaborate cross-functionally to ensure procurement supports operational and project requirements
  1. Cost and Efficiency Optimization
  • Evaluate supplier performance and procurement efficiency
  • Identify opportunities for cost savings, process improvements, and sourcing optimization
  • Ensure procurement decisions align with budget, quality standards, and business objectives

JOB QUALIFICATIONS:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or related field
  • Minimum 3–5 years of relevant experience in procurement, purchasing, or supply chain
  • Proven experience in local and international procurement, including importation
  • Strong knowledge of logistics, freight forwarding, and customs processes
  • Experience dealing with international suppliers and cross-border transactions
  • Familiarity with Philippine procurement practices, documentation, and compliance requirements
  • Experience in telecommunications, IT, or technology-related procurement is an advantage
  • Experience in project-based or operations-driven environments is preferred
  • Proficient in Microsoft Excel / Google Sheets and procurement tracking systems
  • Experience using ERP or procurement systems (e.g., SAP, Odoo, or similar) is an advantage
  • Strong understanding of vendor evaluation, costing, and contract terms
  • Familiarity with inventory coordination and warehouse processes is a plus
  • Knowledge of government procurement standards (for B2G projects) is an advantage
