Senior PMO Assurance Analyst
Job Description
Specific tasks and service requirements required on a daily basis.- As part of the PMO's Assurance team he/she will report to the IT Specialist leading the PMO and Senior IT Officer (Portfolio Management). The personnel will report full-time during the engagement period.
- Provides advisory services to the Product Manager, Product Delivery Project Manager (PDM), Product Lead (PL), and Product Delivery Administrator (PDA) in determining the applicable product delivery processes and artifacts after approval of the new initiative's Business Case.
- Participates and may facilitate the monthly PMO assurance reviews of on-going ITD product delivery initiatives organized by the Lead PAA to ensure the correctness and timely update of the initiative's:
RAID logs (especially that the high Risks and Issues with the necessary Action Items,
Other PDG artifacts (e.g., Artifacts List, ACM and other non-PDG plans if any) for the latest Status Report
Highlights and consistency of the overall performance indicator.- Supports project teams in the performing the Project Vendor Evaluations (PVE) by:
Assuring that PVEs are conducted timely by the product delivery team by agreeing to an upfront timetable for PVEs for each initiative with the PDM during the Planning stage, providing reminders to the PDM and PDA of when PVEs are due, and following up to ensure the team is actioning the PVE,
Regularly, collating the PVEs for all initiatives, provides analysis on the results to look for common issues, and proposes recommended actions to PMO,Performing online PVE tool system administrator role, and
Serving as an SME in requirements specifications, sprint planning, retrospective, and preparation of status and reports to management.- Participates in the review of the Closeout Reports (PDCR) and tracks it until approval by the Sponsors.
- Participates in the consolidation of Status Reports and other pertinent information of on-going PMO assurance activities to PMO management, escalation of product portfolio issues/risks that may require ITD management attention and develops other ad-hoc reports as required by the PMO management.
- Assists in updating and maintaining ITD's PDG (including its related tools and templates);
- Participates in the development, maintenance, and support on portfolio and product delivery risk management process and reporting, the repositories of Lessons Learned and Good Practices, and other tools and templates necessary to improve PMO assurance.
- Supports the attestation team in collaborating with PDMs and PDAs on attestation and audit preparation and requirements.
- Supports and assists the PMO in developing and implementing new processes.
May facilitate conducting orientation and awareness sessions on ITD's PDG, the PMO's services (including processes, tools and templates) within ITD and with other departments (if necessary).
Education and Work Experience
Bachelor's degree, preferably in Business Administration/Management, Accounting, Computer Science/Studies, IT, or Engineering;5+ years of relevant experience in IT project management (preferably in IT consulting, software development, or IT infrastructure projects);
At least 3 years working experience in performing project assurance, health check / control or IT process / project audit;
Preferably with experience in using SDLC (including lean and agile methods) in delivering IT solutions; and
Preferably with experience in contract and procurement management.
Technical Knowledge
Knowledge of both theoretical and practical aspects of portfolio, program, and project management, including project management techniques and tools;
Knowledge of IT governance (preferably COBIT 5);
Demonstrated experience and expertise in defining, planning, and controlling processes for large and complex IT capital programs and projects, involving system development, integration, and implementation;Proven experience in project risk management with strong analytical skills to discern possible risk items in implementing an IT project; and
Broad knowledge of IT as applied in an enterprise environment.

Tools/Software
Proficient in O365 and with working knowledge of MS Project.
Certification (if applicable)
Preferably PMP, PRINCE2, PMI-ACP, or Agile-PM certified;Other related certifications: PMI-RMP / CRISC, ITIL, PSM/CSM, CISA certified.
