Summary:
The DFA Multipurpose Cooperative (DFAMPC) is seeking a qualified, highly analytical, and principled Data Privacy Officer (DPO). The DPO will serve as the cooperative’s independent overseer of data protection compliance, ensuring that all member records, financial services, and organizational operations strictly adhere to Republic Act No.10173 (Philippine Data Privacy Act of 2012) and National Privacy Commission (NPC) regulations.
Qualifications:
- Bachelor’s degree in Law, Information Technology, Computer Science, Business Administration, or a related field.
- Minimum of two (2) to three (3) years of proven experience in data privacy compliance, risk management, internal audit, or legal/IT governance.
- Prior experience working within a financial institution, credit utility, or cooperative enterprise is highly advantageous.
- Must possess an official Data Privacy Officer (DPO) Certification (e.g., from the NPC DPO Ace/Competency Program, TÜV Rheinland, ECCP, or equivalent international bodies like IAPP).
Knowledge & Core Competencies:
- Thorough mastery of RA 10173 (DPA of 2012), its Implementing Rules and Regulations (IRR), and updated NPC Circulars and Advisories.
- Proven capability to conduct Privacy Impact Assessments (PIA) and design data protection policies for automated system workflows (e.g., membership portals, loan processing systems).
- Strong proficiency in creating, testing, and managing Data Breach Response and Incident Management plans.
- Excellent verbal and written communication skills, with the ability to translate complex legal/technical security concepts into practical guidelines for cooperative staff and board members.
Key Responsibilities:
- Ensure the cooperative's continuous compliance with the 5 Pillars of Data Privacy Accountability.
- Conduct regular Privacy Impact Assessments (PIA) across all departments processing sensitive personal data (e.g., Credit, Finance, HR).
- Manage the mandatory annual registration and compliance reporting to the National Privacy Commission (NPC).
- Serve as the official point of contact for the NPC, regulatory bodies, and cooperative members exercising their Data Subject Rights.
- Lead the investigation and mandatory 72-hour reporting protocols in the event of a security incident or data breach.
- Conduct regular data privacy awareness training and compliance audits across all cooperative branches and units.
