Liaison/LAW Officer

Key Responsibilities
  • Regulatory Compliance & Governance
  • Interpret and implement applicable laws: Telecommunications Act, Data Privacy Act, Cybercrime Prevention Act, Consumer Protection Act, and related DICT/NTC/NPC regulations.
  • Prepare, file, and renew all necessary licenses, permits, and certifications to operate legally.
  • Conduct regular compliance audits, identify risks, and update internal policies and procedures.
  • Submit required reports and documentation to regulatory bodies on time and in full.
  • Liaison & External Relations
  • Serve as the primary point of contact for NTC, DICT, NPC, courts, NBI, PNP, and other government agencies.
  • Process and respond to subpoenas, court orders, search warrants, and official investigation requests strictly within legal boundaries.
  • Coordinate investigations, provide authorized information/evidence, and maintain complete, secure records of all interactions.
  • Represent the company in hearings, consultations, industry meetings, and negotiations with authorities.
  • Legal Support & Risk Management
  • Review contracts, terms of service, user policies, and commercial agreements to ensure legal safety.
  • Advise technical, operations, and customer teams on legal requirements regarding data handling, network management, and service delivery.
  • Assist in resolving legal disputes, complaints, and regulatory issues; coordinate with external legal counsel when required.
  • Assess legal risks for new projects, technologies, or service expansions and provide guidance for safe implementation.
  • Incident Response & Awareness
  • Support response to security breaches, cybercrime incidents, or illegal use of services; coordinate with authorities and internal security teams.
  • Develop guidelines and conduct training for staff on compliance, data privacy, and proper handling of official requests.

Authority Limits & Decision-Making Scope

  • Routine responses to regulatory inquiries and standard information requests that fall within established procedures and legal guidelines.
  • Preparation and filing of standard permits, licenses, and compliance reports.
  • Internal advice and guidance on compliance matters, policy interpretation, and process improvements.
  • Coordination and scheduling of meetings, hearings, or consultations with government agencies.
  • Initiation of corrective actions for identified compliance gaps, within approved frameworks.

What Requires Prior Approval / Escalation:

  • Disclosure of sensitive customer data or company information beyond standard legal requirements — must be approved by Head of Legal or Compliance Director.
  • Signing of legal documents, agreements, or official undertakings — reserved for authorized signatories only.
  • Settlement or admission of liability in disputes, claims, or regulatory cases — must be reviewed and approved by senior management or legal counsel.
  • Changes to service terms, privacy policies, or compliance frameworks — require review and sign-off from the Legal Department and relevant stakeholders.
  • Engagement or appointment of external lawyers, consultants, or service providers — subject to procurement and approval protocols.
Qualifications
  • Bachelor’s degree in Law, Political Science, Public Administration, or related field; LL.B / Juris Doctor degree is preferred.
  • Minimum 2–4 years experience in legal, regulatory, liaison, or compliance roles — background in telecommunications, IT, or internet services is highly preferred.
  • Strong knowledge of Philippine laws and regulations relevant to ISPs: Data Privacy Act of 2012, Cybercrime Prevention Act, NTC Memorandum Orders, and DICT policies.
  • Familiarity with ISP operations, data retention requirements, and network services.
  • Proven experience dealing with government agencies (NTC, DICT, NPC, law enforcement) is a distinct advantage.
