WE ARE LOOKING FOR A DESIGNATED PERSON ASHORE (DPA):
- Ensure the safe operation of the ships and provide direct link between the cooperative and those on board;
- Ensure and monitor vessel operate in compliance with SOLAS, MARPOL, ISM CODE, and other local customs regulations;
- Prepare and process all shipping related documents and compliance;
- Ensure that the cooperative’s SAFETY MANAGEMENT SYSTEM (SMS) is effectively implemented and maintained;
- Review and approved safety and environmental protection procedure;
- Act as 24/7 contact point between the ship captains, port officials, freight forwarders, warehouse teams, clients and the cooperative;
- Coordinate support for vessels during emergencies and critical situations;
- Plan and conduct internal audits on ships and cooperative offices;
- Ensure corrective actions are implemented for non-conformities;
- Assist in external audits conducted by flag states or classification societies;
- Investigate or assist in investigating accidents, near misses, and non-conformities;
- Ensure proper documentation, root causes analysis, and implementation of corrective and preventive actions;
- Provide technical and safety support to shipboard personnel;
- Offer guidance during emergency situations, in coordination with shore response teams;
- Ensure crew are adequately trained and understand with the SMS procedures;
- Promote a safety culture within the cooperative and onboard ship;
- Organized or coordinate safety drills and training sessions;
- Analyze safety performance and provide regular reports to top management;
- Maintain up-to-date records of audits, inspections, drills, and incidents;
- Submit monthly and annual safety performance reports to management;
- Report directly to top management on the SMS’s effectiveness and any safety concerns;
- Monitor vessel schedules, ensure timely dispatch, and update all stakeholders on any delays or changes;
- Coordinate with port authorities, agents, and stevedores for vessel berthing, cargo loading/unloading and port clearance;
- Supervise cargo handling to prevent damage and ensure safety;
- Review and verify shipping related costs such as freight charges, demurrage, detention, and port dues;
- Support the ticketing/cashier in preparing shipping invoices, quotations, and cost reports;
- Abide by the Rules and Regulations of Water Ups Multi-Purpose Cooperative Management and employee code of conduct;
- Be liable for any damages caused by failure to perform duties and assigned tasks for whatever reasons;
- To attend meeting called at the discretion of the Management or your immediate head
- Diploma or Degree in Maritime Studies or related fields;
- Preferably with port operation experience;
- Seagoing experience as an officer (Chief Mate or Chief Engineer) with DCOC;
- Minimum of 3-5 years of relevant experience as an officer;
- In-dept Knowledge of ISM Code, maritime law, and international conventions;
- Previous shore-based experience in safety or marine operations is an advantage;
- Strong leadership and communication skills;
- Analytical and investigative mindset;
- Familiarity with SMS, incident, reporting systems, and audit process;
- Ability to work under pressure and respond to emergencies;
