About the Role
We are currently supporting a regional engagement requiring an experienced Emergency Response & Safety Consultant to assess, review, and strengthen emergency preparedness frameworks across multiple countries in the Pacific Region.
This is a project-based role (3–4 months, with potential extension), suited for professionals with a strong background in both corporate safety governance and on-site construction or infrastructure environments.

Our client is a regional engineering and infrastructure advisory firm specializing in infrastructure projects across the Philippines and Southeast Asia.
The organization works closely with private sector partners, development banks, financial institutions, and major engineering firms, supporting the delivery of large-scale infrastructure and construction projects. Its areas of focus include construction safety, environmental compliance, quality assurance, and traffic management.
As part of its regional growth strategy, the firm is establishing a Philippines-based team to support consulting delivery, research initiatives, and operational coordination for long-term infrastructure programs across Southeast Asia.
Key Responsibilities- Review and assess country-level WHS legislation, regulations, and compliance frameworks across multiple Pacific markets
- Evaluate existing emergency management procedures, response plans, and escalation protocols
- Analyze safety management systems and operational readiness across different project environments
- Assess availability and effectiveness of emergency response resources, infrastructure, and coordination mechanisms
- Identify risks, gaps, and inconsistencies across countries and operating environments
- Develop structured reports with clear findings, risk assessments, and prioritized recommendations
- Provide practical, implementable solutions aligned with both regulatory requirements and operational realities
- Engage with internal stakeholders and regional teams to validate findings and align on improvements
- Conduct on-site assessments in selected countries where required
- Proven experience in Emergency Management, Workplace Health & Safety (WHS), or HSE leadership roles
- Strong exposure to both corporate safety frameworks and on-site/project-based environments (e.g., construction, infrastructure, industrial projects)
- Experience working across multiple countries or regional safety frameworks
- Strong understanding of regulatory compliance, risk assessment, and emergency preparedness systems
- Ability to interpret and compare different regulatory environments and translate them into actionable insights
- Strong analytical, documentation, and reporting skills
- Comfortable working independently in a consulting or project-based capacity
- Open to travel within the Pacific Region as required
