Data Analyst (Power Platform & Resource Mobilization)

The International Programs and Operations (IPO) department manages CARE USA’s global platform for program operations. Currently managing 37 countries across 6 regions, IPO oversees the humanitarian and development work carried out by nearly 7,000 staff worldwide.

We are seeking a Power Platform Developer & Data Analyst to join our Business Insights and Analytics Team. This role is critical in developing and maintaining Power Platform solutions that enable efficient, transparent, and high-quality data collection and reporting to fuel decision-making for global management teams.

Position Summary

Additionally, you will collaborate with cross-functional teams (Finance, Digital, Security, People & Culture) to foster improved inter-departmental alignment in support of CARE's mission.

Key Responsibilities

• Design, develop, and maintain Power Apps (Canvas/Model-driven) to support data collection and tracking.
• Build and manage automated workflows using Power Automate to streamline business processes.
• Translate complex business needs into practical, user-friendly digital solutions.
• Ensure applications are reliable, accessible, and continuously improved based on user feedback.

• Coordinate with global country offices to support timely and complete data submissions.
• Monitor submission progress against timelines and provide regular status updates to stakeholders, including the Director of Country Resource Strategy.
• Follow up respectfully and consistently with international teams to address delays, gaps, or risks.
• Support and onboard users regarding data requirements and processes.

• Support data validation, cleaning, and maintenance to ensure high data quality.
• Contribute to the development, design, and updating of dashboards and reports via Power BI.
• Identify data inconsistencies and work collaboratively across teams to resolve issues.

• Serve as the main point of contact for system tracker support and technical troubleshooting.
• Gather user feedback and requirements across country and global teams to drive system upgrades.
• Facilitate onboarding sessions, create user guidance documentation, and provide basic training.

• Bachelor’s degree in Information Systems, Data Analytics, Business Administration, or a related field (or equivalent professional experience).
• 2–3 years of relevant experience in data analysis, business systems, or digital solutions development.
• Working knowledge of the international development and/or non-profit sector is highly desired.
• English fluency is required. Fluency/proficiency in a second CARE business language (French, Spanish, Arabic, or Portuguese) is highly preferred.

• Deep hands-on experience with Power Apps (Canvas preferred; Model-driven a plus) and Power Automate.
• Advanced proficiency in Microsoft Excel and Microsoft Power BI.
• Practical experience with SharePoint and/or Dataverse.
• Experience with Client-Side customization (JavaScript, HTML, CSS, jQuery, Bootstrap, or Angular JS) and legacy SharePoint environments is a strong plus.
