II. JOB SUMMARY

The Technical Manager - Maintenance & Special Projects will provide leadership and guidance to the Technical Maintenance team, supporting vessel operations and department objectives. The role involves ensuring vessels operate to the highest standards, overseeing fleet maintenance and repair, compliance with regulations, and implementing cost control measures.

He is responsible for scheduling maintenance work within agreed timelines, managing the fleet's maintenance program, and providing timely reports to the VP-Technical Management (VP-TM) on vessel performance, spare parts, and equipment reliability, while adhering to safety policies and regulatory standards.

III. RESPONSIBILITIES
  1. Oversee technical activities, inspection, and evaluation of vessel machinery condition, ensuring the timely implementation of planned maintenance systems on board ships.
  2. Administer all maintenance administrative actions, ensuring correct recording and reporting processes in line with approved Planned Maintenance System (PMS) procedures.
  3. Serve as a member of HSTC’s Emergency Response Team (ERT) and Internal Audit Team per SMS procedure, actively participating in meetings and activities.
  4. Conduct technical investigations during marine accidents/incidents and major hull and machinery failures, strictly adhering to Safety Management System (SMS) procedures.
  5. Monitor vessel technical performance, reviewing and analyzing statistic records based on e-PMS program standards.
  6. Provide technical information and advice on developments and innovations in the maritime industry.
  7. Determine repair specifications for dry-docking, maintenance, and surveys, considering the most economical methods to address vessel requirements.
  8. Manage major repairs and machinery overhauling, planning, and coordinating fleet dry-docking work scope with the Technical Manager for Drydocking (DD) and Ship Building.
  9. Ensure vessel maintenance "In Class" and conducts surveys in a timely manner, considering operational constraints.
  10. Communicate with vessels on technical matters, providing assistance, support, and additional resources as needed for maintaining safe, efficient, pollution-free, and reliable operations.
  11. Review correspondences from Chief Engineers to evaluate propulsion plan performance and efficient operation of auxiliary machinery and equipment.
  12. Monitor the overall performance of the ship’s Engine Officers, conducts crew technical performance evaluations, and oversees engine selection and training, including performance appraisals for Chief Engineers.
  13. Oversee arrangements for repairs and used part reconditioning through competent sub-contractors or workshops, maintaining control from the initial inquiry to repair completion.
Administrative and Management Function
  1. Define work expectations and monitors staff progress by evaluating performance, enforcing discipline when necessary, and initiating career enhancement activities/programs for staff development.
  2. Address operational problems and concerns within the section, reporting to the VP-TM for action/resolution.
  3. Ensure all organizational activities align with agreed plans and programs, reflected in individual Key Result Areas and Performance Indicators (KRAPIs) for monitoring progress of operational and individual performance.
  4. Set and implement annual targets, goals, plans, and programs within the approved budget of the Department, aligned with the objectives/directions set by Technical Management.

IV. MINIMUM JOB SPECIFICATIONS
 A.  Education/License:
  1. College degree in Mechanical Engineering, Naval Architecture, Marine Engineering and Electrical Engineering.
 B.  Years and Type of Experience
  1. Sound understanding of legal and commercial requirements and practices related to ship repair and building industry.
  2. General understanding and knowledge of Naval Architecture.
  3. With background on marine engineering.
  4. Two (2) years’ experience in ship repair and conversion projects complemented by a good knowledge o design and operation of tanker vessels.
