About the Role

The Finance and Administration Officer (FAO) plays a key role within the Country and Regional Teams based in Manila, delivering operational support across finance, administration, logistics, accounting, and human resources. The FAO works collaboratively with project and operational staff, including four country and two regional team members based in Manila.

The FAO reports to the Country Manager, is responsible for supervising the Finance and Administration Assistant (FAA), and works closely with the Bangkok-based Operations Manager to ensure effective and efficient project delivery.

About the program

ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long-running collaboration with ASEAN and its Member States to end human trafficking in the region. The program is a 10-year investment (2018 to 2028) principally working to strengthen the justice sector response to trafficking in persons, while advancing the rights of victims.
The program has established partnerships with government agencies, civil society, and business. We engage with all 10 ASEAN Member States in some capacity and have national-level programming in Cambodia, Lao PDR, the Philippines, Thailand, and Vietnam.

We are establishing programming in Indonesia, and it is currently on hold in Myanmar.

ASEAN-ACT supports ASEAN Member States to integrate gender equality, disability and social inclusion (GEDSI) and protect the rights of victims of trafficking. The program has developed GEDSI and victim rights strategies to provide a conceptual framework and practical implementation approach to analyse and respond to GEDSI and victim rights challenges in countering trafficking.

As a core component of the program, specific projects and activities to advance GEDSI and victim rights have been designed and are being implemented in collaboration with ASEAN-ACT's partners and stakeholders.

Specific Duties

The Finance and Administration Officer will be responsible for:

Project Financial Management
  • Supporting budget management, financial reporting, cash and bank transactions, and ensuring timely data entry in the accounting system. Coordinating monthly financial reports, reconciliations, and responding to audit requirements.
  • Compliance and Internal Controls: Ensuring adherence to organisational policies, internal controls, and procedures outlined in the Operations Manual.
  • Cash and Fund Management: Managing petty cash, fund requests, and coordinating with banks on relevant transactions
Administration, Logistics and Procurement
  • Overseeing office supplies, asset management, procurement processes, and insurance arrangements.
  • Maintaining accurate and organised financial and administrative records, ensuring timely digital filing and backups.
  • Supporting travel arrangements, workshops, and other program-related activities in coordination with relevant teams.
People and Culture
  • Supervise, support and empower the Finance and Administration Assistant.
  • Champion victim rights and GEDSI across all project activities and promote culturally sensitive and respectful communications, and comply with DT Global’s policies and procedures.
  • Other duties as directed by the Country Manager.
Selection Criteria
  • Bachelor's degree in a relevant field (e.g. accounting, financial management, business administration, project management).
  • Demonstrated experience in financial management, administration, and coordination, including preparing budgets, month-end reporting, and the ability to plan and meet deadlines.
  • Experience in organising meetings and events including arranging travel and logistics.
  • Good interpersonal, teamwork and communication skills and able to maintain good relationships with colleagues and external counterparts and stakeholders.
  • Ability to work under pressure whilst ensuring accuracy and high attention to detail; and
  • Competent information technology skills.
