Legal Consultant
Monitoring and Legal Compliance
○ Monitor and ensure compliance with national and local laws, executive issuances, court decisions, and legal guidelines that impact Local Economic Development and Investment Promotions Office operations, local economic development programs, and investment-related undertakings.
Legal Research and Policy Support
○ Conduct extensive legal research and prepare policy papers or special legal studies to support local economic planning, investment promotion, PPP initiatives, and regulatory reforms in accordance with Local Governemtn Unit mandates.
Contract Drafting and Legal Instruments
○ Draft review, and vet contracts, Memorandum Of Agreements, joint venture agreements, and similar instruments involving the Local Governemtn Unit and Local Economic Development and Investment Promotions Office with private entities or
other government agencies, ensuring legal sufficiency and protection of Local Government Unit's interests.
Legal Representation
○ Represent the Local Economic Developmet and Investment Promotions Office and/or Local Governemt Unit in legal proceedings before judicial, quasi-judicial, and administrative bodies, including appearances,pleadings, and documentation related to cases where Local Economic Development and Iinvestment Promotions Office is a party.
Advisory and Legal Opinion Work
○ Prepare legal opinions, advisories, memoranda, and position papers on queries or matters involving investment policy, administrative procedures, and other Local Economic Development and Investment Promotions Office-related activities referred by the Department Head or local officials.
Administrative Cases and Disciplinary Action
○ Provide legal assistance in the evaluation and disposition of administrative cases or disciplinary matters involving Local Economic Development and Investment Promotions Office personnel, in coordination with the Human Resource Management Office and other relevant offices.
Contract Monitoring and Documentation
○ Monitor and ensure compliance with the legal terms of contracts entered into by Local Economic Development and Investment Promotions Office; track submission of vital documents, and provide guidance on remedial measures in case of non-compliance.
Review of Contracts and Legal Documents
○ Evaluate minor contracts, letters of intent, and other legal documents submitted to the Local Economic Development and Investment Promotions Office for conformance with legal and procedural standards, recommending approval, revision, or rejection.
Coordination with Legal and Oversight Offices
○ Collaborate with the City Legal Office, Bids and Awards Committee and other Local Government Unit units to ensure unified legal positions and consistent legal interpretations on Local Economic Development and Investment Promotions Office projects and transactions.
Other Related Functions
○ Perform other related tasks as may be assigned by the Department Head, including participation in capacity-building activities, inter-agency coordination, legal audits, and compliance monitoring.- Education: Bachelor of Laws
- Experience:
- Three(3) years of relevant experience.
- With experience on Public-Private-Partnerships(PPP) is an advantage
- Training: Sixteen (16) hours of relevant experience
- Eligibility: R.A. 1080(Bar)
