Job Qualification:
- Bachelor’s Degree in Business Administration, Human Resources, Legal Management, Industrial Engineering, or any related field
- Minimum 7-10 years of experience in contractor/vendor management, operations, compliance, or related roles
- Proven experience in handling agency or contractor relations
- Experience working with or coming from a manpower agency or security agency is highly preferred
- Strong knowledge of Philippine labor laws, outsourcing practices, and contractor governance frameworks
- Proven experience in managing third-party vendors or workforce and handling performance metrics (KPIs/SLAs)
- Strong stakeholder management skills with experience coordinating across HR, Operations, Legal, and Procurement
- Excellent communication and negotiation skills, with the ability to represent the organization externally
- Analytical and detail-oriented with experience in reporting, data analysis, and performance monitoring
- Strong problem-solving skills with experience in handling escalations, disputes, and risk management
- High level of integrity, professionalism, and ability to handle confidential matters
- Ability to work in a fast-paced environment and manage multiple contractor engagements simultaneously

Job Responsibilities:
- Develop and enforce contractor governance frameworks, policies, and compliance standards aligned with company and regulatory requirements
- Ensure full compliance with Philippine labor laws, contractual obligations, and internal controls across all contractor engagements
- Lead audits, inspections, and compliance reviews, including management of contractor documentation, accreditation, and licensing
- Define and implement KPIs, SLAs, and performance scorecards to monitor contractor service quality and delivery
- Drive regular performance reviews, identify gaps, and implement corrective action and continuous improvement initiatives
- Serve as the primary point of contact (POC) for all contractors, managing coordination, communication, escalations, and issue of resolution
- Facilitate governance meetings, business reviews, and alignment discussions between contractors and internal stakeholders
- Identify and mitigate risks related to third-party workforce, including investigation of incidents, breaches, and non-compliance issues
- Partner with HR, Legal, Procurement, and Operations on contract enforcement, dispute resolution, and workforce planning
- Monitor contractor-related costs, including billing, headcount, and utilization, and identify cost-saving opportunities
- Provide regular reports, insights, and recommendations to senior management on contractor performance, risks, and efficiencies
