Job Summary:

The IT Manager at Trans Asia Construction Dev’t Corp. is responsible for overseeing the company’s information technology systems and infrastructure across office, warehouse, and project site locations. Reporting to the Technical Director and Chief Operating Officer, the IT Manager ensures the efficient operation of voice and data systems, software applications, and IT assets.
This role involves managing day-to-day IT operations, implementing technology strategies, maintaining system security, and supporting end-users with technical assistance. The IT Manager will also handle project-based initiatives, vendor coordination, application development, and contribute to the planning and execution of the company’s annual IT budget.

On-site presence may be required for setup, troubleshooting, and systems maintenance at remote facilities.

Key Responsibilities:

  1. IT Governance & Strategy
  • Develop and implement IT strategies, standards, and protocols aligned with company goals.
  • Provide IT-related recommendations to executive leadership.
  • Ensure compliance with internal policies and external regulations.
  1. IT Operations & System Management
  • Oversee the day-to-day operations of all IT systems across office, warehouse, and project site locations.
  • Establish and enforce company-wide IT standards, protocols, and best practices for system use and security.
  • Maintain and optimize the performance of hardware, software, and networking infrastructure, including installation and upgrades.
  1. User Support & Training
  • Manage the IT team in providing hands-on technical support to users; investigate and resolve hardware, software, and network-related issues.
  • Deliver user training and develop instructional materials to maximize productivity and efficient use of IT resources.
  • Create and maintain documentation for common issues, resolutions, and standard operating procedures.
  1. Software & Application Management
  • Lead in the development, deployment, and maintenance of custom applications to support business operations.
  • Plan and execute software implementations and system upgrades in alignment with business objectives.
  • Evaluate and recommend software solutions and licensing needs for various departments.
  1. Project Leadership & IT Planning
  • Lead planning and execution of major IT projects (system rollouts, infrastructure improvements, digital transformations).
  • Collaborate with departments to identify IT needs and improvement opportunities.
  • Provide recommendations to executive leadership on IT improvements, innovations, and risk mitigation.
  1. Vendor & Asset Management
  • Manage relationships with external IT vendors and service providers, including negotiation and oversight of contracts.
  • Oversee procurement and inventory of IT hardware, software, and consumables.
  • Negotiate service-level agreements and ensure service quality.
  1. Cybersecurity & Disaster Recovery
  • Administer and monitor security protocols to ensure the integrity and confidentiality of company data.
  • Support and maintain backup systems and disaster recovery plans to ensure business continuity.
  • Troubleshoot and document network or system malfunctions, ensuring prompt corrective actions.
  • Enforce cybersecurity policies and manage risk controls.

  1. Team Leadership & Oversight
  • Supervise the IT Specialist, setting goals and monitoring task completion.
  • Delegate operational responsibilities and ensure alignment with IT strategy.
  • Review and approve reports prepared by the IT Specialist.
  1. General IT Administration
  • Ensure timely updates to all IT systems and maintain proficiency in emerging technologies.
  • Install and configure new hardware and cabling for expanding user needs.
  • Perform other related duties as assigned in support of IT operations and company objectives.

Qualifications

Education & Experience
  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • At least 5 years of experience in IT management or system administration.
  • Project management experience is preferred.
Technical Skills
  • Strong background in managing multi-server environments (Microsoft/Linux/Citrix).
  • Proficient in LAN/WAN networks, fiber optics, Cisco/HP networking, VMware vSphere/Microsoft Hyper-V.
  • Familiar with MS Exchange Server, MS SQL, IBM AS/400, and thin-client environments.
  • A+ Certification or equivalent work experience is an advantage.

  • Ability to prioritize and manage multiple tasks and projects.
